The Fortuna Provisional Government

"Fortuna belongs to its people, not to distant capitals."


Overview

The Fortuna Provisional Government (FPG) is a separatist administration formed from the remnants of the former Fortuna Colonial Defense Forces (FCDF). Once fiercely loyal to the Sol Federation, the FCDF spent years fighting alongside Federal forces against the Sovereign Systems Republic as the war consumed their homeworld.

As casualties mounted and entire districts were reduced to rubble, many officers and civilians began to question whether either major power truly cared about Fortuna itself. To Federation commanders, Fortuna had become a strategic asset. To the Republic, it was a symbol of resistance. To the people living there, it was simply home.

Following a series of disastrous military campaigns and the collapse of local political authority, elements of the Colonial Defense Forces broke away, declaring the formation of the Fortuna Provisional Government. Rejecting both the Federation and the Republic, the new government proclaimed itself the sole legitimate representative of Fortuna and pledged to defend the planet's people from all foreign powers.

Today, the Provisional Government controls only fragments of the once-great peninsula megacity and a handful of isolated territories. Surrounded by enemies and abandoned by former allies, its survival remains uncertain.


Government and Leadership

The Provisional Government is led by Major Linxa Ceria, a former Colonial Defense officer who assumed command following the deaths and disappearances of much of Fortuna's military and civilian leadership.

Officially, the government is intended to be temporary, existing only until peace can be restored and elections held. In practice, years of war have forced military commanders and local administrators to govern through emergency powers.

The government's authority extends unevenly across Fortuna. Some districts remain fiercely loyal, while others cooperate only out of necessity. Communication between territories is unreliable, and local commanders often exercise significant autonomy.

Major Ceria's administration faces impossible choices daily:

  • Defend civilian populations with dwindling resources.

  • Negotiate temporary ceasefires with hostile factions.

  • Maintain order amid collapsing infrastructure.

  • Prevent internal divisions from tearing the movement apart.

For many Fortunans, the Provisional Government is their last hope. For others, it is merely another faction prolonging an unwinnable war.


Military

The Fortuna Colonial Defense Forces, once numbering in the hundreds of thousands, were originally designed to defend the planet and support Federation military operations. Years of relentless combat, however, have left the force shattered.

What remains is a patchwork military struggling to survive.

The FCDF consists of:

  • Planetary infantry units.

  • Urban militia formations.

  • Remaining armored and mechanized battalions.

  • Volunteer civilian defense groups.

  • Former police and emergency personnel.

  • Scavenged naval and aerospace detachments.

The force suffers from severe shortages of fuel, ammunition, spare parts, and trained personnel. Entire battalions operate with outdated equipment salvaged from battlefields or abandoned stockpiles.

Command structures have largely collapsed. Communications between units can take hours or even days, forcing officers to rely on local initiative.

Despite these disadvantages, the FCDF possesses one advantage neither of its enemies can match: they know Fortuna better than anyone else. Every alleyway, transit tunnel, collapsed district, and abandoned industrial complex can become a fortress.


Goals and Ideology

The Fortuna Provisional Government is driven by a single belief: Fortuna must belong to Fortunans.

The movement rejects the Federation's claim that the planet is merely another territory to govern and opposes the Republic's vision of incorporating Fortuna into its own state.

Its central objectives are:

  • Secure Fortuna's independence.

  • Protect civilian populations.

  • End foreign military occupation.

  • Rebuild local government institutions.

  • Preserve Fortuna's cultural identity.

However, not everyone within the movement agrees on what an independent Fortuna should become. Some desire democracy, others advocate military rule, and still others simply want the war to end.


Current Situation

The Provisional Government finds itself trapped in a brutal three-sided conflict.

Federation commanders consider them traitors who abandoned their oaths. Republic officials accuse them of dividing the anti-Federation cause. Both sides have launched operations against Provisional territory.

Years of war have devastated Fortuna's infrastructure:

  • Entire neighborhoods have been depopulated.

  • Power and water systems barely function.

  • Supply routes are constantly under attack.

  • Refugee camps overflow with civilians fleeing the front lines.

Major Linxa Ceria and her exhausted soldiers continue to fight, despite knowing that victory against either superpower is unlikely.

For the men and women of the FCDF, the war is no longer about ideology, politics, or grand visions of the future.

It is about protecting the street where they grew up, the apartment block where their families once lived, and the hope that, someday, Fortuna might belong to its people again.

Because nothing exposes the limits of interstellar civilization quite like two galactic powers reducing your home to rubble and then asking you to be grateful for the privilege.
