The Rains over Vesta: The City of Vesta

Overview

Vesta is the capital of Fortuna and the largest city on the planet. Once home to nearly three billion people, it was the political, economic, and cultural center of the outer systems, a sprawling coastal megacity of financial districts, orbital elevators, industrial zones, and glittering skylines.

Today, Vesta is a city at war with itself.

Five years ago, the Battle for Fortuna began when a Sovereign Systems Republic fleet emerged over the planet and unleashed a devastating orbital bombardment against Vesta's Central Government Sector. Government ministries, military headquarters, and entire residential districts vanished beneath firestorms in a matter of hours. The collapse of the planetary administration transformed the capital into the bloodiest battlefield in human space.

By 2580, Vesta has been divided into three distinct regions: the Federation-controlled west, the Republic-controlled east, and the shattered ruins of No Man's Land between them.

Millions still live in the city.

Millions more are dead, missing, or displaced.


The Divided City

Vesta no longer functions as a single metropolis.

Instead, it exists as three separate worlds connected only by artillery fire, smuggling routes, and memories of what the city once was.

The western districts remain under Sol Federation occupation.

The eastern districts are administered by the Sovereign Systems Republic.

Between them lies No Man's Land, the corpse of the old city center.

The front line constantly shifts through tunnels, subway systems, ruined neighborhoods, and abandoned industrial complexes. Entire streets change hands in a single night.

From orbit, the scar cutting through Vesta is visible from space.


Western Vesta

Controlled by the Sol Federation

The western half of Vesta remains the wealthier and more heavily fortified side of the city. Federation banners hang from damaged skyscrapers while armored patrols enforce martial law through checkpoints, curfews, and surveillance networks.

Life continues, but under military authority.

Daily life includes:

  • Mandatory identification checkpoints.

  • Armed Marine patrols.

  • Government ration programs.

  • Strict curfews.

  • Military propaganda broadcasts.

  • Reconstruction projects.

  • Food shortages and power outages.

  • Surveillance and informant networks.

Many civilians cooperate simply to survive. Others quietly support resistance groups or the Fortuna Provisional Government.

Officially, the Federation claims it is restoring order.

Many residents view the occupation differently.


Eastern Vesta

Controlled by the Sovereign Systems Republic

Eastern Vesta serves as the Republic's foothold on Fortuna and houses military headquarters, aid centers, refugee camps, and administrative offices.

Compared to the west, Republic rule is less centralized, but the eastern districts remain under martial law and wartime restrictions.

Daily life includes:

  • Reconstruction and aid programs.

  • Refugee districts.

  • Volunteer militias.

  • Political demonstrations.

  • Foreign contractors and mercenaries.

No Man's Land

At the center of Vesta lies the ruin created by the bombardment of 2575.

Once the administrative and commercial heart of the city, No Man's Land is now an endless wasteland of collapsed skyscrapers, flooded transit systems, shattered highways, crater fields, and abandoned neighborhoods.

The region contains:

  • Trench systems.

  • Minefields.

  • Underground tunnels.

  • Destroyed government complexes.

  • Artillery positions.

  • Sniper nests.

  • Makeshift fortresses.

  • Refugee hideouts.

  • Scavenger camps.

The dead outnumber the living in many sectors.

Entire districts have remained contested for years, changing hands so frequently that maps become obsolete within weeks.

To most civilians, entering No Man's Land is suicide.

To soldiers, it is simply another deployment.


Life During Occupation

Despite everything, Vesta remains inhabited.

Schools still open when shelling stops. Markets still operate beneath damaged overpasses. Hospitals continue to function despite medicine shortages and overloaded emergency wards.

Millions of people continue ordinary routines beneath extraordinary circumstances:

  • Workers endure twelve-hour shifts repairing infrastructure.

  • Families crowd into concrete shelters during air raids.

  • Refugees trade ration cards for medicine.

  • Mechanics salvage vehicles from battlefields.

The Rains

The rain never truly stops.

Five years of orbital warfare, burning industrial districts, chemical contamination, and environmental collapse have transformed Vesta's climate into something unrecognizable.

The city's weather has become as dangerous as the war itself.

Common conditions include:

  • Dense industrial smog.

  • Acidic storms.

  • Chemical fog banks.

  • Toxic dust storms.

  • Black ash falling from the sky.

  • Flash floods in ruined districts.

  • Electromagnetic storms caused by orbital debris.

Many residents wear respirators whenever they leave home. Air-quality warnings interrupt broadcasts as frequently as military announcements.

The rain has become the soundtrack of the city.

Some children born during the war have never seen a clear sky.


The Shozian Syndicate

Officially, the Shozian Syndicate does not exist within Vesta.

Unofficially, it exists everywhere.

The Syndicate operates smuggling routes through both occupation zones, moving weapons, medicine, forged documents, narcotics, and refugees through hidden tunnels and corrupt checkpoints. Their agents hide behind shipping companies, repair shops, bars, warehouses, and legitimate businesses scattered throughout the city.

The Syndicate has no interest in ideology.

To its leadership, the war is simply another economy.

Its activities include:

  • Weapons trafficking.

  • Drug distribution.

  • Human trafficking.

  • Black-market logistics.

  • Smuggling between occupation zones.

  • Forgery and identity fraud.

  • Intelligence brokering.

Even military officers quietly rely on Shozian networks when official supply chains fail.

Their greatest strength is anonymity.

The moment civilians begin openly discussing Syndicate operations, someone has already made a fatal mistake.


The Quarantine Zone

Far north of the city lies a region that neither the Federation nor the Republic publicly discusses.

Surrounding the wreck of the FNS Roanoke, the Quarantine Zone is sealed behind minefields, checkpoints, automated defenses, and heavily armed patrols.

Few who enter return.

The area is guarded by an organization known only as the Quarantine Security Detachment, a force equipped with Federation hardware but seemingly loyal to no conventional authority.

Witnesses report:

  • Soldiers in featureless black armor.

  • Scientists wearing sealed chemical suits.

  • Combat robots and automated defenses.

  • Surveillance drones.

  • MAG-40 Greyhound patrols.

  • Entire neighborhoods abandoned to the quarantine.

Their rules are simple:

  • Shoot on sight.

  • No warnings.

  • No prisoners.

  • Destroy unauthorized aircraft.

  • Eliminate witnesses.

Rumors surrounding the Zone spread constantly throughout Vesta:

  • The QSD answers directly to Sebastian Holloway.

  • Something survived the crash.

  • Nobody stationed inside the perimeter is ever allowed to leave.

Whether any of those stories are true remains unknown.
