Clan elders, representing aeries and winds, form the Sky Conclave, gathering mid-air to discuss migrations and defenses. Roles are rotational, based on prowess, and the Sovereign facilitates without enforcing. Scouts and artisans offer practical input, integrated to support communal liberty.

EXTERNAL:

Zephyris interacts with other nations through evasive diplomacy—trading aerial services while avoiding entanglements, upholding the Veilsea Accords for safe passage. They use Thaloryn's neutrality for refuge during pursuits or larger entanglements.

With regard to individual nations:

Duskreef: Zephyris evades Duskreef's slave raids with air dominance, avoiding their attempts wherever possible, but not being afraid to defend their fellow Zephyrians when pressed. Their air superiority usually prevails unless caught unaware by sneak attacks while grounded or in their surface villages.

Ironcrag: Zephyris provides aerial scouting to Ironcrag for lightweight alloys, finding their stability reliable but grounded ways limiting, leading to occasional Accord-mediated airspace disputes.

Korathis: Zephyris is admired by Korathis for aerial prowess but viewed as second-class to their dragon riders; distance and lack of optimal trading assets limit interactions.
