The Grand Confluence's society is made up of traders, land owners and politicians.
The city was founded long before the Great Cataclysm. It was ruined by hordes of undead, but after the Grand Bastion was formed it was rebuilt, now with wooden walls and gates.
It is run by a council of three elected individuals, who control how high the taxes and fees are - adjusted depending on current needs.
