The Heavenly Vanguard


The Heavenly Vanguard
This is the organization/government controlling the Shikoku region. This organization is an organization of just ghouls. The Heavenly Vanguard holds the largest number of SSS-rated ghouls in one organization. They also have the largest number of ghouls in one organization, numbering from 2 to 4 million members.

The Heavenly Vanguard Past
The Heavenly Vanguard was formed in the Shikoku region roughly 300 years ago. When they were first formed, they were an extremely small group and were not yet called the Heavenly Vanguard—they were referred to as “The Heavy.” The first leader of The Heavy was a woman called Sarada. She used a Bikaku Kagune and was an SSS-rated ghoul. Sarada was extremely powerful; for this reason, many ghouls would easily follow her. The original purpose of The Heavy was to be the first ghoul-only society, though this was not going to be easy. For this reason, Sarada traveled to other parts of the world searching for other powerful ghouls—places like Germany, China, America, Africa, Canada, and many others. After recruiting a total of fifty SS-rated and ten SSS-rated ghouls, she was ready for an all-out war in the Shikoku region. She knew that this could end with her entire organization dead if she had to fight off all of the CCG in Japan. So, the first thing she did was take out all the exits from the Shikoku region, destroying any way of communication with the outer regions.
Sarada called this mission Operation Isolation. It was an overwhelming success and was most likely the leading reason why they won the war with the CCG in the Shikoku region. The next objective was to completely destroy all CCG members located in this region.
This was a lot harder than it sounded since, at the time, the best investigator who was known for beating multiple SS-rated and three SSS-rated ghouls by the time he was 19 years old. Without a doubt, he was the strongest CCG member and the only one really standing in ''Heavy'' way. So when the battle against this CCG member, who was referred to as ''The Monarch'' took place, it was a brutal battle. Sarada focused six SSS-rated and twenty SS-rated Ghouls at his location. This battle against him lasted for almost a week before the CCG member known as ''The Monarch'' was finally beaten. Though ''The heavy'' took heavy losses, losing four SSS-rate ghouls and eighteen of the SS-rated ghouls in the battle. Though her forces took a heavy hit after ''The Monarch'' was beaten, Sarada entered the battle, and with seven SSS-rated ghouls, it became a one-sided battle lasting for less than three more days. ''The heavy'' losses were very little after that. After the battle, leaving zero CCG members alive, most of the humans were killed for food. The humans who didn't die were used for food processing plants, which would be created a few years down the line. These plants worked similarly to raising cows. They would raise the infants into their fully grown and then kill them and eat them.
After the war, Sarada changed the name of the organization and called it Heavenly Vanguard as she went from being just some gang that took over this region to being more like its own military force. After rebranding and building up their forces, they stopped isolating themselves from the rest of Japan. Which was about two weeks from the day they cut connections. At this time, the rest of Japan found out this entire region was being taken over by ghouls. The rest of the CCG was going to prepare to attack this section, and Heavenly Vanguard knew they would lose very quickly against the rest of Japan. With this being said, Sarada made a deal with the current leader of Japan, agreeing to lend them military power using the ghouls. The leader of Japan agreed to this offer on the condition that the ghouls from the Shikoku Region. Are to never go to any other region in japan in less its for a conflict ordered by the current leader of Japan.

Condition for leadership
Eventually, Sarada, the first leader of the Heavenly Vanguard, would pass away due to old age. She was then succeeded by the second leader. The conditions for becoming the leaders of the Heavenly Vanguard were that you must possess the abilities of an SSS-rated Ghoul. The attendant of the leader of the Heavenly Vanguard also must have the power of an SSS-rated ghoul, this was because if the current leader were to happen to die. The attendant would become the leader. The other condition for becoming a leader would be how much they benefit the Heavenly Vanguard. Benefiting the Heavenly Vanguard can be seen in many ways from IQ to being really powerful or just helping out the community.

Modern Day Heavenly Vanguard
The modern-day Vanguard. Things are a lot more advanced now, having things like phones, fast transportation, and many other things they didn't have in the past. The Vanguard before was every single ghoul in that region, though now it's like a military, though males have to serve at least one year inside the Heavenly Vanguard. There are a lot of ghouls in this region who aren't in the Heavenly Vanguard; they do other jobs, from owning businesses that are in the region to working in said businesses. Also, in modern day, they do trade with other regions. Though these trades are done through the CCG, as a lot of people don't trust The Heavenly Vanguard. Also, the Heavenly Vanguard makes up 78% of Japan's overall military strength. The current leader of The Heavenly Guard is a huge figure nationally known as a famous pop artist who goes by Blare. His real name, though, is Ren Tanaka. Blare at first glance doesn't look much like a fighter, but he definitely looks like a pop star. With that being said, he is considered to be the strongest ever leader of the Heavenly Vanguard. Rivalling people like the CCG white reaper, Kishou Arima.
