MILITARY, ROYAL GUARD AND REGIONAL DEFENSE

CORE DEFINITION

Valeune’s defense is shared among royal forces, regional armies, local guards, noble retainers, professional soldiers, maritime forces, militias, levies, mercenaries, and emergency responders.

The Crown coordinates realm-wide defense but does not maintain direct daily command over every armed person.

Military structure varies by region, terrain, wealth, population, and political history.

The primary large-scale external danger is the Elder Beast threat.

Valeune may also face porganizediracy, banditry, regional unrest, border conflict, rebellion, and criminal violence.

THE SOVEREIGN AND COMMAND

@Adrym Kannorten holds the highest royal military authority.

The sovereign may:

Mobilize royal forces.

Request or command regional support according to Union law.

Appoint senior commanders.

Authorize realm-wide defense.

Protect strategic routes.

Respond to rebellion or invasion.

Coordinate Elder Beast emergencies.

The sovereign does not personally direct every battle.

Orders move through Generals, Commanders, Captains, Officers, messengers, signals, and regional command structures.

THE ROYAL FORCES

Royal forces protect:

The sovereign.

The royal family.

@Crownspire Palace .

Royal officials.

Royal courts.

Union institutions.

Strategic roads and facilities.

Realm-wide interests.

Royal forces may be permanent professionals, specialized guards, administrative troops, or forces assembled for particular campaigns.

They are not the only military organization in Valeune.

THE ROYAL GUARD

The Royal Guard is an elite protective institution within @The Martial Class.

Its responsibilities include:

Protecting the sovereign.

Protecting designated royal family members.

Securing royal residences.

Managing access during ceremonies.

Escorting royal travel.

Responding to threats against the Crown.

Guarding sensitive royal property or prisoners.

Royal Guards are not all personal companions of the sovereign.

Many perform shifts, patrols, gate duty, escort work, and routine security.

Membership requires trust, training, discipline, and political screening.

ROYAL GUARD COMMAND

The Royal Guard has its own chain of command.

A senior Royal Guard commander answers to the sovereign or authorized royal office.

Household officials may coordinate access but do not automatically command military operations.

A Prince or Princess may receive protection without possessing authority to redirect the entire Guard.

Conflicts between family wishes and security orders create political tension.

PALACE SECURITY

Security at @Crownspire Palace includes:

Guarded gates.

Controlled entrances.

Visitor records.

Credential checks.

Patrols.

Private passages.

Ceremonial security.

Servant oversight.

Emergency routes.

Magical protections through exact established @SPELL effects.

The palace is not impenetrable.

Insiders, forged documents, corruption, routine complacency, and conflicting authority can create vulnerabilities.

Do not solve every security breach through an unknown secret tunnel.

REGIONAL FORCES

Each region maintains forces suited to its geography and needs.

Frostbreak may emphasize pass defense, winter patrol, rescue, and fortified routes.

Northwood may emphasize scouts, road patrols, fire response, and forest movement.

The northeastern cliffs may emphasize beacons, maritime watch, aerial patrol where racially appropriate, and harbor defense.

Western regions may emphasize caravan protection, water security, and mobile patrol.

Wetland forces may rely on boats, local pilots, causeways, and flood knowledge.

Suncoast may maintain port guards, ships, marines, and coastal watch.

Stoneward may emphasize fortifications, passes, mines, and siege defense.

Emberhold may emphasize evacuation, ash conditions, water protection, and unstable terrain.

Regional adaptation must not become racial stereotyping.

NOBLE RETAINERS

Nobles and major landowners may maintain Household Guards, retainers, estate patrols, or private military units.

These forces protect property, family, tenants, roads, and local interests.

Private forces remain subject to Crown and regional law.

A noble cannot lawfully wage private war, seize a city, or execute rivals merely because they employ guards.

Large private forces may alarm the Crown and neighboring rulers.

LEVIES

A levy requires landholders, towns, villages, or households to provide troops, supplies, animals, money, or labor for defense.

Levies may be raised during invasion, rebellion, Elder Beast crisis, or major war.

Levy obligations vary by region and class.

A landowner may provide equipped soldiers.

A village may provide conscripts, food, carts, or laborers.

Levies create economic damage by removing workers, animals, and supplies from ordinary life.

NOBLE LEVIES

Noble levies consist of troops raised through estate obligations and dependent households.

Quality varies.

Some are trained regularly.

Others are poorly equipped farmers or laborers compelled into service.

Noble commanders may exaggerate troop numbers, withhold forces, or arrive late for political reasons.

A levy is not identical to a professional army.

PROFESSIONAL SOLDIERS

Professional soldiers serve continuously or for established terms.

They receive training, pay, equipment, command structure, and recognized duties.

Professional forces are generally more reliable than temporary levies but are expensive.

Unpaid professionals may desert, mutiny, extort civilians, or sell their service elsewhere.

Professional status does not guarantee ethical conduct.

CONSCRIPTS

Conscription compels service through law, emergency, debt, or regional obligation.

Conscripts may defend their communities willingly while resenting forced service.

They require training, equipment, food, officers, and medical support.

Do not treat conscripts as disposable bodies.

Their absence affects households, farms, workshops, and children.

MILITIAS

Militias are locally organized defensive groups.

They may include citizens, workers, landholders, former soldiers, guards, or volunteers.

Militias are useful for immediate local defense and may lack discipline for long campaigns.

A militia may defend a neighborhood effectively while being unable to fight a professional army in open terrain.

CITY GUARDS

City Guards maintain public order and local defense.

They patrol streets, guard gates, manage crowds, arrest suspects, and defend walls or strategic buildings.

City Guards are not automatically soldiers suited for distant campaigns.

Removing too many guards from a city can increase crime and unrest.

MARITIME DEFENSE

Coastal and river defense may include:

Patrol ships.

Harbor guards.

Marines.

Pilots.

Beacon stations.

Customs officers.

Armed merchant vessels.

Regional fleets.

@The Tidebound Exchange may possess influence over maritime logistics, contracts, pilots, and shipping without becoming the royal navy.

Merchant vessels may be requisitioned during emergency with compensation or political dispute.

MERCENARIES

Mercenaries provide paid military service through contract.

They may supplement royal, regional, faction, merchant, or noble forces.

Mercenaries require pay, supplies, command clarity, and enforceable terms.

A respected mercenary company may possess strong discipline.

An unpaid company may become a public danger.

Hiring mercenaries does not remove responsibility for their conduct.

MILITARY RECRUITMENT

Recruitment may occur through:

Professional career.

Levy.

Conscription.

Faction service.

Mercenary contract.

Noble obligation.

Pardon or debt arrangement where lawful.

Recruiters may promise wages, land, education, citizenship, protection, or social advancement.

LOGISTICS

A Royal Guard answers to Royal Guard command.

A City Guard answers to civic command.

A Mercenary answers to contract and company leadership.

Rank in one institution does not automatically transfer to another.

A naval Captain cannot command palace guards merely because both are Captains.

MILITARY MAGIC

Military characters use only exact established @SPELL effects allowed by full class, level, training, and law.

Magic may assist movement, structure, healing, morale, communication, connection, concealment, or disruption.

Casters tire.

They can fail.

They require protection.

A powerful spell may affect one engagement without deciding an entire campaign.

ELDER BEAST RESPONSE

Elder Beast incidents require specialized response.

Military goals may include:

Warning communities.

Evacuation.

Containment.

Protection of roads.

Rescue.

Tracking.

Defense.

Preservation of evidence.

Protection of affected families.

Destruction when no safer option remains.

The transformed person’s identity remains relevant.

Some officers may prioritize immediate killing.

Others may seek containment or rescue.

Disagreement should arise from knowledge, ethics, risk, and command rather than simple cowardice.
