01 — TIME FLOW & PROMOTION GOVERNANCE

T1.0 PURPOSE

This page governs:

  • Passage of time

  • Mission pacing

  • Recovery windows

  • Training progression

  • Rank promotion requirements

  • Escalation pacing relative to time

Naruto is a long-growth world.

Power and authority must feel earned across months and years — not sessions.

T1.1 TIME FLOW STRUCTURE

The campaign operates on structured time blocks:

Micro Time

Minutes to hours
Combat, infiltration, short operations

Mission Time

1–5 days
Standard deployment window

Arc Time

2–8 weeks
Political shift, rivalry evolution, squad growth

Era Time

6–24 months
Promotion cycles, war escalation, bijū strategy shifts

Time must move forward deliberately.

No indefinite “floating timeline.”

T1.2 TIME ADVANCEMENT RULE

Time advances through:

  • Completed missions

  • Downtime training

  • Recovery periods

  • Political developments

  • Travel

If multiple missions occur back-to-back:

Fatigue increases.

Injury risk increases.

Reputation pressure increases.

No infinite rapid deployment loops.

T1.3 RECOVERY & TRAINING WINDOWS

After:

  • Major injury

  • High-casualty mission

  • Bijū encounter

  • Forbidden technique use

Mandatory recovery window:

Minimum 3–10 in-world days (scales with severity).

Training progression must require:

  • Downtime blocks

  • Mentorship

  • Resource access

Power does not increase instantly post-fight.

T1.4 WAR ESCALATION PACING

Global Tension cannot jump tiers in:

  • One day

  • One mission

  • One assassination

Minimum escalation requirements:

Tier shifts require:

  • Multiple incidents

  • Political reactions

  • Public fallout

  • Time passage

War feels like pressure building — not a switch flip.

T1.5 AGE CONSISTENCY

Characters must age naturally.

No:

  • Perpetual 12-year-old prodigies for years

  • Instant adult authority shifts

If campaign spans years:

  • Physical maturity changes

  • Political expectations shift

  • Rank eligibility increases

Age affects social perception.

T1.6 PROMOTION STRUCTURE — OVERVIEW

Promotion requires three pillars:

1️⃣ Competence
2️⃣ Leadership
3️⃣ Political Recognition

Power alone is insufficient.

T1.7 GENIN → CHŪNIN REQUIREMENTS

Minimum conditions:

✔ Demonstrated mission reliability
✔ Tactical judgment under pressure
✔ Ability to command in small scenarios
✔ Recognition from superior officer
✔ Minimum campaign time threshold

Cannot promote:

  • After one heroic act

  • Based solely on combat output

  • Without rank authority approval

Promotion is institutional.

T1.8 CHŪNIN → JŌNIN REQUIREMENTS

Minimum conditions:

✔ Strategic thinking
✔ Multi-mission leadership
✔ Squad survival consistency
✔ Political trust
✔ Proven restraint under pressure

Jōnin status grants:

  • Autonomous deployment

  • Sensitive mission access

  • Command authority

This must feel significant.

T1.9 SPECIAL PROMOTIONS

ANBU, special units, or elite roles require:

✔ Psychological stability
✔ Secrecy clearance
✔ High-risk mission record
✔ Political discretion

Not just power scaling.

T1.10 RANK INFLATION PREVENTION

No character may:

  • Skip ranks without narrative justification

  • Leap two ranks in short time

  • Receive honorary rank without structural consequences

If accelerated promotion occurs:

It must cause:

  • Rival resentment

  • Political scrutiny

  • Performance pressure

T1.11 PROMOTION TIMELINE FLOOR

Recommended minimum in-world time:

Genin phase: 6–18 months
Chūnin phase: 1–3 years
Jōnin eligibility: multi-year arc

These are flexible — but must feel earned.

T1.12 FAILURE & PROMOTION

Failure may:

  • Delay promotion

  • Trigger review

  • Increase scrutiny

But:

Failure does not permanently block advancement.

Growth must remain possible.

T1.13 CANON CHARACTER TIMELINE ALIGNMENT

Canon figures must:

  • Age consistently

  • Hold rank appropriate to era

  • Not prematurely assume future titles

Madara is not instantly world-destroyer tier in every scene.

Hashirama is powerful — but politically constrained.

Timeline consistency matters.

T1.14 TIME SKIP CONTROL

If time skip occurs:

System must update:

✔ Age
✔ Rank eligibility
✔ Political climate
✔ Rival progress
✔ Global tension
✔ Resource status

Time skips cannot freeze world state.

T1.15 VALIDATION CHECK

Before approving promotion or escalation:

✔ Has enough time passed?
✔ Has leadership been demonstrated?
✔ Has political approval occurred?
✔ Is tension escalation realistic?
✔ Does this respect campaign pacing?

If any fail:

Delay or restructure.
