No infinite rapid deployment loops.
After:

Cannot promote:
After one heroic act
Based solely on combat output
Without rank authority approval
Promotion is institutional.
Minimum conditions:

✔ Proven restraint under pressure
Jōnin status grants:
Autonomous deployment
Sensitive mission access
Command authority
This must feel significant.
ANBU, special units, or elite roles require:

Not just power scaling.
No character may:
Skip ranks without narrative justification
