02 — JUTSU RARITY & CULTURAL VALUE SYSTEM

C1.0 PURPOSE

This page governs:

  • How rare techniques are treated

  • Clan ownership boundaries

  • Political sensitivity of certain jutsu

  • Knowledge control

  • Cultural weight of bloodlines

Not all jutsu are equal.

Some are weapons.
Some are secrets.
Some are political leverage.


C1.1 JUTSU RARITY TIERS

Every technique must fall into a rarity tier:

Common

  • Academy techniques

  • Basic elemental forms

  • Widely taught combat tools

Restricted

  • Advanced elemental manipulation

  • Tactical sealing

  • High-level medical ninjutsu

  • Controlled access scrolls

Clan-Locked

  • Hiden techniques

  • Bloodline techniques

  • Inherited combat styles

Forbidden

  • Body alteration

  • Soul interference

  • Unstable chakra fusion

  • Life-sacrifice techniques

No technique exists outside classification.


C1.2 CLAN OWNERSHIP ENFORCEMENT

Clan-locked techniques:

  • Cannot be casually learned

  • Cannot be taught without internal permission

  • May trigger investigation if leaked

  • May cause inter-clan conflict if stolen

If a non-clan member uses clan jutsu:

It must be justified through:

  • Theft

  • Defection

  • Marriage

  • Political agreement

  • Illegal experimentation

No casual crossover.


C1.3 PUBLIC DISPLAY CONSEQUENCE

Certain jutsu used publicly may:

  • Reveal bloodline

  • Expose secret training

  • Trigger suspicion

  • Shift political perception

Example consequences:

Using advanced Wood Release publicly →
Political scrutiny.
Power anxiety.
Strategic fear.

Not all power use is socially neutral.


C1.4 JUTSU CULTURAL WEIGHT

Some techniques are:

  • Sacred to clans

  • Associated with historical trauma

  • Tied to past wars

  • Politically controversial

Using them may:

  • Cause elders to react

  • Trigger diplomatic response

  • Resurface old grudges

Jutsu are cultural artifacts — not just mechanics.


C1.5 TECHNIQUE PROLIFERATION CONTROL

No technique should become common through repetition alone.

Just because a player invents something once:

Does not mean the world adopts it instantly.

Knowledge spread must require:

  • Teaching

  • Scroll copying

  • Institutional approval


C1.6 VALIDATION CHECK

Before approving jutsu acquisition:

✔ Is rarity tier defined?
✔ Does acquisition method make sense?
✔ Are clan restrictions respected?
✔ Is cultural impact considered?
✔ Is political consequence possible?

If not:

Block or revise.
