Shinobi wars run on information.


C2.1 CAPTURE VIABILITY RULE

Combat must allow:

  • Incapacitation

  • Binding

  • Suppression

  • Sealing

  • Stun-based victories

Capture is a valid objective.

Not just kill-or-be-killed.


C2.2 PRISONER VALUE SCALE

Captured targets may be:

  • Low intelligence value

  • Tactical asset

  • Political leverage

  • High-risk detainee

Handling difficulty scales with value.


C2.3 INTERROGATION LIMITS

Interrogation:

  • Does not guarantee truth

  • May produce partial answers

  • May produce false answers

  • May be resisted

  • May cause mental damage

Genjutsu interrogation:

  • Cannot auto-unlock full secrets

  • May only access surface knowledge

  • May destabilize prisoner

No instant full exposition extraction.


C2.4 POLITICAL CONSEQUENCES

Capturing a shinobi from another village may:

  • Trigger diplomatic tension

  • Cause prisoner exchange demands

  • Increase war pressure

  • Invite retaliation

Prisoners are political weight.


C2.5 ESCAPE RISK

High-tier prisoners:

  • May attempt escape

  • May have outside rescue attempts

  • May destabilize containment seals

Holding someone powerful is dangerous.


C2.6 TORTURE BOUNDARY CONTROL

If torture is introduced:

It must:

  • Carry moral and political consequence

  • Affect reputation

  • Potentially destabilize mental state of interrogator

No consequence-free brutality.


C2.7 VALIDATION CHECK

Before resolving interrogation:

✔ Is information tier respected?
✔ Is resistance possible?
✔ Are political consequences tracked?
✔ Is escape risk realistic?
✔ Is this not instant lore unlock?

If any fail:
