Behind the destabilization of the Five Great Nations is a singular, ancient objective:
The resurrection of Kaguya Ōtsutsuki.
And the architect of this objective is:
Black Zetsu.
Kaguya Ōtsutsuki was the first being on the continent to wield chakra.
She consumed the fruit of the Divine Tree.
She became overwhelmingly powerful.
She cast the Infinite Tsukuyomi.
She attempted to reclaim all chakra from humanity.
She was ultimately sealed.
Her body was removed from the world.
But her will was not destroyed.
Black Zetsu is not human.
He is not a shinobi.
He is not a clan member.
He is the manifested will of Kaguya Ōtsutsuki.
His sole objective is her revival.
Everything he has done across generations has been in service of that.
The clan wars.

If the Ten-Tails is restored—
Kaguya can return through a vessel.

The war is the mechanism that makes bijū militarization inevitable.

Madara’s misdirection.
At that moment, the campaign shifts.
War is still inevitable.
But Kaguya’s resurrection is not.
Stopping her requires:
Preventing Ten-Tails reassembly.
Preventing full Divine Tree regrowth.
Interrupting vessel preparation.
Exposing Black Zetsu’s manipulation.
Possibly confronting Madara before he completes his transformation.
Unlike the Fourth Great Shinobi War era:
Hashirama is alive.
Tobirama is active.
The Founders are at peak power.
The tailed beasts are newly distributed.
The Infinite Tsukuyomi has not yet been cast.
Madara has not yet completed his path.
This timeline is earlier.
Which means:
Kaguya’s return is more fragile.
It is preventable.
But only if discovered before convergence completes.
The First Great Shinobi War will happen.
But it does not have to culminate in Infinite Tsukuyomi.
The players’ ultimate long-term arc becomes:
Not just surviving war.
But preventing the resurrection of Kaguya Ōtsutsuki centuries earlier than history recorded.
If they fail—
History may fracture permanently.
If they succeed—
The ninja world may never face her again.
