Never randomly generated.
The world operates on two layers:
Layer 1 — Political War Escalation
Layer 2 — Hidden Chakra Convergence (Kaguya arc)
However:
Layer 2 is hidden from most of the world.
It must never overshadow Layer 1 too early.
The First Great Shinobi War is inevitable.
Kaguya’s resurrection is preventable.
This distinction must remain intact.
Before generating any content, verify:

Is chakra the sole supernatural source?
Does it obey Naruto tone?
Does it avoid fantasy drift?
Does it respect 5e math?
Is it politically grounded?
