Not every powerful technique is forbidden.

Forbidden techniques are not banned because they are strong.

These techniques often:

• manipulate souls or death
• bypass natural chakra limits

If widely used, they would destabilize the shinobi system itself.


PART I — GOVERNANCE SYSTEM

14.1 Definition of Forbidden

A technique qualifies as Kinjutsu (Forbidden Technique) if it:

• violates natural chakra limits
