Characters may not begin play with forbidden techniques.
Acquisition requires narrative justification such as:

• inheriting restricted clan knowledge
• learning from a rogue mentor
• secret experimentation
• political corruption or espionage
Forbidden knowledge is found, stolen, or uncovered.
It is not assigned casually.
Every forbidden technique must carry a real cost.
Possible costs include:
• permanent stat reduction
• reduced maximum HP
• reduced chakra reserves
• shortened lifespan
• progressive bodily damage
• mental instability
• loss of reputation or legal protection
There is no costless forbidden power.
The price may not appear immediately, but it always exists.
Forbidden techniques cannot function as regular combat tools.
Their use must:
• trigger immediate strain
• carry risk of loss of control
• create visible consequences
• be politically traceable
They should never become a standard combat rotation ability.
Techniques that alter the body must:
• visibly change the user
• impose mechanical trade-offs
• create long-term instability
Perfect enhancements without consequence are not permitted.
Techniques that interact with death, souls, or resurrection must:
• require ritual preparation
• require sacrifice or severe cost
• be detectable by other shinobi

There are no casual resurrection loops.
No player character becomes immortal.
Using forbidden techniques often triggers attention.
Possible consequences include:

• bounty issuance

Forbidden techniques are illegal or restricted in most villages.
Their use rarely remains secret for long.
Frequent use of forbidden techniques may:
• raise global tension
• accelerate war conditions
• attract elite shinobi attention
• alert hostile organizations
Kinjutsu are destabilizing acts.
They escalate conflicts.
Forbidden techniques cannot:
• recreate Six Paths power freely
• summon Kaguya
• reproduce Infinite Tsukuyomi
• rewrite world-scale events instantly
Such events require major narrative progression.
Repeated use of forbidden techniques may generate Corruption Levels.
Level 1 — Minor chakra instability
Level 2 — Visible chakra distortion
Level 3 — Reputation risk
Level 4 — Physical mutation
Level 5 — Loss of autonomy event
This prevents unrestricted escalation.
Before allowing a forbidden technique, verify:

✔ Is usage limited?
✔ Are political consequences present?
✔ Does it avoid overshadowing core abilities?
✔ Is it below god-tier escalation?
If any answer is no:
