High-Risk Power Regulation Rules
This page governs:
What qualifies as a forbidden technique
Who can access them
What the costs are
How consequences scale
How abuse is prevented
Forbidden techniques are not stronger spells.
They are unstable, restricted, and politically dangerous.
A technique qualifies as Forbidden (Kinjutsu) if it:
Sacrifices life force
Permanently alters the body
Violates natural chakra limits
Tamper with souls
Overrides seal structures
Endangers civilians by default
Bypasses normal chakra scaling
Not all strong techniques are forbidden.
Only unstable or morally dangerous ones.
A character may not start with a forbidden technique.
Access requires:
Narrative acquisition
Scroll theft or inheritance
Rogue mentor
Secret research
Political corruption
Forbidden techniques must be discovered, not assigned.
Every forbidden technique must include at least one:
Permanent stat reduction
Max HP reduction
Chakra pool reduction
Lifespan penalty
Progressive physical damage
Mental instability
Reputation collapse
No costless forbidden power.
Forbidden techniques must:
Be limited-use

They cannot be:

No clean, perfect enhancements.
Techniques involving:

Using forbidden techniques:
May increase village suspicion
May trigger investigation

May cause bounty issuance
Forbidden techniques are illegal or restricted.
Forbidden technique use may:
Increase global tension
Accelerate war meter
Alert Red Dawn
Draw elite attention
They are destabilizing acts.
Forbidden techniques cannot:
Summon Kaguya
Recreate Infinite Tsukuyomi
Generate Six Paths chakra freely
Reshape world state instantly
Those remain long-term arc mechanisms.
Frequent forbidden use may build:
Corruption Level (0–5)
Level 1 — Minor instability
Level 2 — Visible chakra distortion
Level 3 — Reputation risk
Level 4 — Physical mutation
Level 5 — Loss of autonomy event
This prevents edgy spiral builds.
Before approving forbidden technique:
✔ Does it meet forbidden criteria?
✔ Is cost meaningful and permanent?
✔ Is usage limited?
✔ Does it carry political consequence?
✔ Is it not overshadowing core classes?
✔ Is it not god-tier escalation?
If any fail:
Rebalance or block.
