It is not a single organization, but a loose global coalition of intelligence agencies and secret societies who have turned the tools of 21st-century espionage and warfare against the supernatural. They are the reason elders have vanished, the reason the Masquerade is more vital than ever, and the reason the night is no longer safe.

Philosophy: Eradicate, Contain, Control

The operatives of the Second Inquisition are not superstitious peasants; they are intelligence analysts, special forces soldiers, and bureaucratic zealots. They refer to Kindred with codenames like "Blankbody" and see them as national security threats, biological anomalies, or terrorist cells. Their goal is the complete eradication of the vampiric "threat." They operate with cold, professional detachment, driven by patriotism, faith, or a simple dedication to protecting the mortal herd.

The Major Players

While dozens of smaller groups are involved, the core of the Second Inquisition is comprised of powerful government entities:

  • United States Government (Special Affairs Division - SAD): A clandestine inter-agency program within the US government, pulling resources from the FBI, NSA, CIA, and others. SAD uses sophisticated data-mining and surveillance to monitor and hunt Kindred within America's borders.

  • The Society of Leopold: An ancient, militant arm of the Catholic Church. Once thought of as relics, they have modernized and now provide intelligence, historical context, and fanatical "consultants" to government task forces.

  • Global Intelligence Agencies: Organizations like the UK's MI6, Russia's GRU, and others have their own vampire-hunting programs, often sharing intelligence when it suits their needs.

Methods of the Hunt

The Second Inquisition's greatest strength is its ability to turn a vampire's immortal infrastructure against them.

  • Digital Warfare: They monitor online communications, track financial assets, and use satellite imagery to pinpoint havens.

  • Hunter-Killer Cells: When a target is identified, they deploy small, highly-trained teams equipped with state-of-the-art weaponry like incendiary rounds, UV floodlights, and high-explosives.

Describe their presence through technology. A player's phone might buzz with a blocked number, a traffic camera might swivel to follow them, or an unmarked black helicopter might pass overhead. Use the tools of the modern world to create a sense of constant, inescapable surveillance.
