The Veiled Hand forbids unnecessary killing. Guards, servants, soldiers, and civilians aren't automatically considered enemies simply because they serve a Crown. Whenever reasonably possible, operatives are expected to avoid innocent casualties. Deliberately harming innocents without necessity can result in expulsion and the member being declared Unveiled.
