What was once a single city has now expanded to most of Faerun in this High Fantasy adventure of magic, technology, and secrets to uncover!

Now expanded and reimagined for deeper exploration and immersive play. Waterdeep: The City of Splendors is your main gateway to the other famous Sword Coast locations like Baldur's Gate, Neverwinter, the Moonsea Region, and even the distant reaches of the Outer Planes. While Waterdeep remains the heart of the experience, its surrounding territories are available for those bold enough to venture beyond the city walls. This adaptation builds upon official Forgotten Realms lore, but introduces both minor and major changes to support a more engaging and open-ended campaign. For example, the characters from Baldur’s Gate 3 are playable, but have been recontextualized to exist in Waterdeep rather than Baldur’s Gate. Content is designed for compatibility with Waterdeep: Dragon Heist, Dungeon of the Mad Mage, and a host of original plot hooks waiting to be uncovered across the city’s alleys, taverns, towers, and catacombs. You’re free to explore at your own pace, shape the world as you see fit, or lose yourself in the layered politics, mysteries, and magic of the world. Description

The Steeps is a dense, sloped residential district pressed into the hillside between the Upper and Lower City. Built in layers and winding switchbacks, it houses Baldur’s Gate’s middle class—shopkeepers, artisans, and minor officials. Life here is structured but busy, where narrow homes double as workshops and neighbors live close by necessity. Trade filters up from the Lower City and trickles down from the Upper, giving the Steeps its reputation as both conduit and buffer.

Appearance

Terraced streets climb unevenly, flanked by tall, narrow buildings of stone and timber with overhanging balconies and laundry lines stretched across alleys. Stairways cut between paths too steep for carts. Shop signs jut from walls, and window shutters stand open to catch the breeze. Potted plants, carved lintels, and painted doors show quiet pride amid wear. From higher terraces, the view overlooks the city’s sprawl—layered roofs, distant towers, and the faint shimmer of the river below.
