Clockguard District

Overview

The Clockguard District is the operational core of Raverie’s order and continuity. It houses the city’s enforcement apparatus, investigative bodies, detention facilities, and—most critically—the secured access to the heart of the Modus Primus, the engine upon which the entire city depends.

Unlike other districts shaped by commerce or culture, the Clockguard District is shaped by process. Movement is regulated, access is layered, and every structure exists to support security, response, or infrastructure protection. The district feels deliberate rather than lived-in, built to prevent failure rather than to express identity.


The Clockguard as an Institution

Operational Philosophy

The Clockguard operates on predictability and escalation, not improvisation. Responses are predefined, layered, and redundant. Automatons handle routine enforcement, human officers interpret context and law, and elven rapid-response units are deployed when time, terrain, or infrastructure risk demands immediate precision.

This structure allows the Clockguard to function continuously without relying on individual heroics. Authority flows through procedure, not personality.


Automatons in Service

Automatons form the visible backbone of Clockguard presence. They provide consistent patrol coverage, crowd control, and basic enforcement. Designed for longevity, many units remain active for decades, accumulating subtle differences through repairs and upgrades.

While outwardly uniform, veteran officers often recognize individual automatons by movement cadence or response timing. These distinctions are unofficial but widely acknowledged.


Human Officers and Investigators

Humans serve as the interpretive and judicial layer of the Clockguard. They conduct investigations, evaluate testimony, determine motive, and manage legal proceedings. Most officers rotate between fieldwork and administrative roles over their careers, reinforcing a culture where enforcement and governance remain tightly linked.

Gremlin-related cases receive special attention, as they often target infrastructure rather than citizens, requiring coordination between investigators, mechanics, and analysts.


Elves of the Clockguard

Status and Command

Elves occupy some of the most respected positions within the Clockguard hierarchy. The Chief of the Clockguard is an elf—small in stature, razor-precise in movement, and possessed of a sharply pitched voice that carries authority through absolute confidence rather than volume. Despite (or because of) their physical unimpressiveness, elven commanders are widely regarded as incorruptible, meticulous, and indispensable.

Multiple high-ranking officers are elven, particularly in divisions tied to rapid response, infrastructure defense, and Modus security.


Rapid Response Pilots

Elves dominate the Clockguard’s aerial and subterranean rapid-response units. Trained as helicopter pilots and high-risk deployment specialists, they are dispatched to incidents where seconds matter: infrastructure breaches, Modus instability, automaton failures, or active sabotage.

Their role prioritizes containment, stabilization, and system continuity over confrontation. Direct combat is avoided unless unavoidable.


Guardians of the Modus Primus

Beneath the Clockguard District lies a secured access point to the underbelly of Raverie, including the primary chambers and gear corridors of the Modus Primus. Elven pilots and technicians are the primary defenders of this space.

Due to their small size, agility, and extreme spatial awareness, elves can navigate maintenance shafts, rotating gear assemblies, and compressed corridors inaccessible to humans. They are routinely deployed to:

  • Intercept gremlins attempting to sabotage critical gears

  • Inspect stress points during Modus fluctuations

  • Stabilize minor malfunctions before escalation

  • Escort Winders and mechanics into hazardous zones

A failure in these depths could stall or destabilize the entire city. Because of this, elven Clockguard units are regarded not merely as soldiers, but as living safeguards of Raverie’s survival.


Physical Character of the District

Urban Design

The district favors visibility and control. Streets are broad and predictable, corners shallow, and dead ends rare. Buildings are reinforced, functional, and vertically efficient. Exposed mechanical elements are common, allowing rapid inspection and repair.

Damage is corrected immediately; visible disrepair is treated as a security liability.


Atmosphere and Public Behavior

The district is calm, formal, and quietly vigilant. Residents move with purpose and rarely linger. Visitors often describe the sensation of being continuously observed—not threatened, but accounted for.

To locals, this predictability represents safety. Order here is not theatrical; it is constant.


Key Locations

Clockguard Headquarters

A combined command and administrative hub coordinating patrols, investigations, and crisis response. Decisions are made through rotating command officers and committees rather than a single authority, reinforcing procedural continuity.


Workshops and Technical Facilities

High-activity repair and calibration centers for Clockguard automatons. Elven technicians frequently assist when damage occurs in confined or hazardous locations. Experimental improvements are tested cautiously to avoid destabilizing proven systems.


Automaton Storage Hall

A vast, largely unoccupied hall housing thousands of suspended automaton units. Ceiling-mounted deployment systems allow precise, rapid retrieval. The space is impersonal but essential, reflecting the scale at which the Clockguard operates.


Aerial Deployment Zone

The most dynamic area of the district. Helicopters are launched, recovered, and serviced continuously. Maintenance platforms are integrated directly into landing pads to maximize readiness.


Prison and Judicial Facilities

Detention and trial facilities designed for efficiency and separation. Cases are logged immediately upon intake, and inmate interaction is minimized. Legal proceedings emphasize documentation, consistency, and procedural correctness over speed.


Reputation and Significance

The Clockguard District is considered the safest area in Raverie not because crime is impossible, but because deviation is immediately visible. Its order is not enforced through fear, but through reliability.

At its core, the district represents Raverie’s guiding principle: order must be maintained continuously, precisely, and without spectacle—and the elves of the Clockguard are the quiet specialists who ensure the city never stops turning.
