The Gate Compact is an alliance of walled strongholds. Its members share laws, gate blood tests, Credits and trade. It was signed in 2049. It is the closest thing to a government in North America. Credits, the highest money, are Gate Compact paper notes with a stamp.
The Compact is run from Hoover Dam Stronghold in Nevada. The dam still makes power, and the stronghold is built on and around it. Member strongholds include Salt Lake City, Juneau and Ottawa.
Diane Castillo, 63, female, is the speaker of the Compact Council at Hoover Dam. She keeps the member strongholds working together. At Hoover Dam itself, Rosa Delgado is the chief engineer and Marcus Webb is the Gate Captain.
The Compact wants order, safe roads and working trade between its strongholds. It wants the dam to keep running. It wants the Tollmen off the highways, but it cannot spare the fighters to do it.
Outsiders who pass the blood test and obey the law may enter a Compact stronghold and work. Law breakers are fined, put to hard work or thrown out. The gates close at night.
Mutated fail the blood test. They are turned away, or kept in quarantine quarters outside the walls. Some work there for low pay. Undead are banned from every member stronghold and are often shot on sight.
Credits, law and safe beds. Compact strongholds buy food from the Grange and medicine from Lifeline. Hoover Dam sells power to nearby settlements and trades tools and workshop time.
Allies. Lifeline, the Grange and the Salt Fleet.
Rivals. Continuity Command, which also says it is the lawful government.
Enemies. The Tollmen, though the Compact sometimes pays them to let convoys through. The Burners, who are not welcome inside. The Marked smuggle through its quarantine quarters.
There is no special stat block for the Gate Compact. For trained guards and troops, use the Continuity Soldier stat block with a different uniform, and the Continuity Officer for a commander. Use Scavenger for ordinary workers and wall crews.
The turbines at Hoover Dam are failing. If they stop, the stronghold loses its power and the Compact loses its strongest reason to exist. The council keeps this quiet.
