Hoover Dam Stronghold is the capital of the Gate Compact. About 6,000 people live here. The dam makes power, so the stronghold has electric lights, water pumps, a cold store and a radio station.
The turbines are failing one by one. Each year another one stops, and nobody left alive knows how to build new parts. Rosa Delgado needs parts that exist only at other dams or in dead cities. If the power goes, the stronghold loses its lights, pumps and cold store. The Gate Compact would lose its strongest reason to exist.
Diane Castillo, the speaker of the Compact Council, knows and keeps it quiet. She fears the member strongholds will leave the Compact if the delegates find out too soon. Marcus Webb knows too. Rosa hates keeping quiet about it.
At Hoover Dam Clinic, some staff ask Mutated patients to give blood, and a few who agree are never seen again. Dr. Nadia Farouk has written to Atlanta twice about it and received no answer.
Tobias Grey, a Mutated smuggler at Black Canyon Camp, buys Booster Shots from Lifeline staff who want extra Credits. He sells them to Mutated for less than Lifeline asks.
Rosa Delgado, chief engineer, at the Powerhouse Workshop and the turbines. She wants parts, apprentices and honest talk about the turbines. She is scared the lights will go out while she is in charge.
Marcus Webb, Gate Captain. He tests everyone and takes no bribes. He believes the gate keeps six thousand people alive. He hates sending Mutated down to Black Canyon Camp, but he does it.
Diane Castillo, council speaker, at Compact Council Hall. She wants the Compact to hold together.
Dr. Nadia Farouk, the Lifeline doctor at Hoover Dam Clinic. She wants to know where the missing Mutated went.
Tobias Grey and Loretta Banks, at Black Canyon Camp. Loretta leads the Marked. They want Mutated treated as people and the donor camps closed.
Earl Tanner, salvage dealer at Hoover Visitor Market. He wants goods and never asks where they came from.
Parts hunt. Rosa's list sends players to dead places, such as Nellis Air Base in Las Vegas. Grand Coulee Dam in Washington has turbines of its own, and its engineers want Hoover Dam parts just as much.
The secret. The players learn about the turbines. They can help Diane keep it quiet, tell the delegates, or sell it to someone who will use it.
The clinic. The players follow the missing Mutated donors, with help from Nadia Farouk or Tobias Grey.
Gate work. The players work Marcus Webb's gate and must decide who gets in and who is sent below the dam.
Salvage for Credits. Las Vegas is close. The Strip Casino Nest and Nellis Air Base both hold prizes that the Compact has failed to take.
Las Vegas is full of Husk Zombies. Husks are silent and break easily under bludgeoning weapons.
The desert. Heat, little water and long walks between wells.
Nellis Air Base holds Armored Zombies in old body armor. Noise there brings the dead from the city.
Inside the walls, the danger is people. The council, Lifeline staff and dealers all want something.
Hoover Dam Gate, Hoover Visitor Market, Powerhouse Workshop, Compact Council Hall and Hoover Dam Clinic, all part of the stronghold.
Black Canyon Camp, the Mutated camp below the dam.
Strip Casino Nest and Nellis Air Base in Las Vegas.
Grand Coulee Dam and Bonneville Dam, other working dams in the north west.
Temple Square Wall in Salt Lake City, a Compact member stronghold.
