The Lower Wacker Tunnels are the home of the Quiet Dead, about 150 sentient Undead in the service roads under the Chicago Loop. Zombies ignore them, so they can walk the dead city above. They live on raw animal meat and have sworn never to eat people. Humans who come in peace may trade.
Every member must eat 2 pounds of raw meat a day, so the tunnels need about 300 pounds of meat every day. The hunt never stops. Luka Petrov feels the Hunger more than most and fears what he might do if the hunt fails.
Some members break and eat people. Human flesh removes all Exhaustion and heals 2d8, and some members give in when they are starving. The Quiet Dead hide how often this happens, because the story would bring the Burners to Chicago. Ada Voss judges every member who breaks the rule. She has sent the ones who could not stop out to be hunted.
The Marked trade with the Quiet Dead in secret. Mutated go-betweens carry meat, salt and news. Lifeline captures Undead for study when it can.
Ada Voss, the tunnel elder and a former high school teacher. She believes the Undead are still people as long as they choose to be. She is fair in judgment and hard in punishment. She misses the taste of bread.
Luka Petrov, the head hunter. He leads the crews that feed everyone. He is strict about never hunting people. He likes humans who are brave enough to trade with him.
The Quiet Dead. Ordinary members salvage the city above, hunt, and try to live as people. Some are close to breaking.
The Marked. Mutated go-betweens who trade in secret.
The Burners, far to the south at Opryland Burner Camp and Talladega Burn Camp. They would burn every Undead in these tunnels.
Feed the tunnels. Hunts in Lincoln Park Woods, fishing the river, or trade with the living for meat.
Hunt a Feral. A member who breaks the rule must be found and brought back to Ada, or ended.
Guides to the Loop. The Quiet Dead sell guided runs into the Loop Towers to humans who pay in meat or Credits.
Stay human. An Undead player's own Hunger, and the choice of human flesh when nothing else is left.
Reach the living. Trade with a stronghold, contact through the Marked, or an Undead player who wants to see family again.
The Chicago Loop Towers hold one of the largest hordes in North America. Zombies ignore Undead unless they attack, make a Loud noise next to them, or are covered in fresh human blood. Living players get no such protection.
Stalker Zombies climb the stairwells and wait on the upper floors of the towers.
Hunger. An Undead who misses 2 pounds of raw meat gains Exhaustion that only raw meat removes.
Almost every stronghold shoots Undead on sight. Lifeline takes them to the lab.
