The Quiet Dead are sentient Undead. They died from the Z-Virus and woke up with their minds. They hide from the living and try hard to stay human.
They live in the Lower Wacker Tunnels under Chicago, a dead city full of zombies. The zombies ignore them, and the living rarely come down.
Ada Voss, 64, female, is the tunnel elder. She leads the Quiet Dead and judges members who break the rule against eating people. Luka Petrov is one of their hunters.
The Quiet Dead want to be left alone and to keep their minds. They live on animal meat. Every member must eat 2 lb of raw meat a day, so hunting never stops.
Outsiders who come in peace may trade. Anyone who comes with fire or guns is treated as a Burner.
Any Undead may join if they swear never to eat human flesh. Mutated are welcome as go-betweens, since they can walk among the living.
Salvage from the dead city above them, which they can loot because zombies ignore them. They buy animal meat, salt and news.
Allies. The Marked, in secret.
Enemies. The Burners. Lifeline, which captures Undead for study. Almost every stronghold shoots them on sight.
Quiet Dead Feral. An Undead who lost control and started eating people. The Quiet Dead hunt these members down themselves.
Ordinary members are Undead people and use the Scavenger stat block with the Undead traits.
Some members break and eat people. Human flesh removes all Exhaustion and heals 2d8, and some members give in when they are starving. The Quiet Dead hide how often this happens, because it would bring the Burners to Chicago.
