Sinclair Truck Stop is a Tollmen toll station on Interstate 80 in southern Wyoming. Everyone who uses this part of the highway stops and pays. The toll is 2 Chits a person and 5 Chits a wagon.
Dale Hutchins keeps a book of every wagon and every toll. He sends Wade Kessler a share each month and keeps a little more for himself than he should. Kessler punishes theft from the gang in public, and he has started to wonder why the Sinclair share is light.
Kessler wants the Tollmen to be a real power, with their own law on the road. He hates Continuity Command, which calls him a deserter. The Tollmen rob Continuity convoys when they can. At Cheyenne Mountain Gate, Sergeant Tanya Brooks would like to shoot Kessler herself.
The Tollmen do not blood test anyone. Mutated, runaways and people who want no questions use this road. Bounty hunters who heard the rumor of the immune child ride it too.
At Kearney Arch Fort in Nebraska, Ray Dockery keeps the prisoners who cannot pay. He puts them to work or sells them. He hides his own share in the museum basement, and nobody else has a key.
Dale Hutchins, toll boss. He wants the tolls to keep coming and his book to look clean. He smiles a lot. He is cruel to anyone who sneaks past his gate.
June Park, mechanic. She wants parts, fuel fat and to be left out of gang fights. She charges travelers a fair price and says so if a wagon is not worth fixing.
Wade Kessler, boss of all the Tollmen. He wants loyalty, order on the road and a hot meal in silence. He keeps his word.
Ray Dockery, Tollmen boss at Kearney Arch Fort. He wants every toll and every prisoner counted.
Sergeant Tanya Brooks, at Cheyenne Mountain Gate to the south. She wants the Tollmen gone.
Convoy work. Grange wagons, Picker loot and travelers all need guards on Interstate 80. The pay is good and the road is long.
The skim. The players find out that Dale keeps more than his share. They can tell Kessler, sell the secret to Dale, or keep it for later.
Road war. Continuity Command and the Tollmen are close to open fighting. Players can take a side, carry messages, or profit from both.
Fuel. June's still makes the only fuel for a hundred miles. Plenty of people would like to own it.
The prisoners. At Kearney Arch Fort, people who cannot pay are sold. Freeing them makes the players enemies of the Tollmen.
The summer horde walks Interstate 80 through Iowa and Nebraska. Memorial Stadium Nest in Lincoln joins it every year.
Raiders on the empty stretches between toll gates.
Deserter soldiers at Warren Missile Base near Cheyenne, who shoot at anyone who comes close.
Winter blizzards. The snow fences are there for a reason.
The Tollmen themselves. They use the Tollman Raider, Tollman Gunner and Tollman Road Boss stat blocks.
