The Tollmen are road gangs. They hold the bridges, truck stops and highway and charge travelers a toll to pass. They took the highways during the Roads years. Sometimes the toll buys real protection. Often it is robbery.
They hold Interstate 80 across Wyoming and Nebraska. Their biggest base is Sinclair Truck Stop in Wyoming. Each gang holds a stretch of road, a bridge or a truck stop.
Wade Kessler, 49, male, is the boss of all the Tollmen. He rides the highway and settles fights between the gangs. Dale Hutchins runs the toll gate at Sinclair Truck Stop, and June Park is the mechanic there.
The Tollmen want to control the roads and get rich from them. Some want to become a real power, with their own law on the highway.
Travelers who pay may pass. Those who cannot pay lose their goods, their horses or their boots. A gang that is paid well may guard a convoy for real. A gang that is not paid may rob it. The Tollmen do not blood test anyone.
Mutated can pay and pass like anyone else. Undead are shot, unless they pay very well.
