Overview
Coil is a master manipulator and strategist who operates behind multiple layers of deception. Publicly, he appears as a wealthy recluse funding infrastructure redevelopment. Secretly, he runs one of Brockton Bay’s most advanced criminal operations, employing ex-military mercenaries, black-ops specialists, and contracted capes to manipulate the city’s power structure.
His organization’s reach rivals that of the Protectorate — with deep infiltration in the PRT, city government, and the criminal economy. Coil rarely acts directly; instead, he engineers scenarios to test outcomes before committing to them.
