Faction Tone & Role Summary

Empire Eighty-Eight is the large white‐supremacist parahuman gang dominating downtown Brockton Bay. Their ideology is overtly racist, their membership strictly promoted through violent proof of loyalty.

In roleplay: they serve as organized antagonists with both ideology and muscle. The key capes above represent a mix of brute force (Menja, Stormtiger), elite skill/subversion (Victor, Othala), regeneration/immortality (Alabaster), and outright terror (Hookwolf, Kaiser).

When the AI uses them:

  • Use Kaiser when major strategic decisions are being made (territory shifts, deals, threats).

  • Use Hookwolf or Stormtiger for brutal street-level hits and intimidation.

  • Use Othala or Victor for manipulative operations, support missions, or power‐scaling threats.

  • Use Fenja and Menja or Alabaster or Rune for high‐risk/combat heavy scenes where brute strength matters.

Key E88 Capes & Their Powers

Kaiser (Max Anders)

Leader of Empire Eighty-Eight. Ability: metal/steel manipulation — he can spawn metal constructs from any solid surface (including metal he already created). Max Anders is also the CEO of Medhall, ostensibly a legitimate company, President and CEO Max Anders used Medhall as a front for laundering money. It is used as a legitimate front for the empire's activities in other ways. Including employing many members of the Empire 88 in order to supply a steady income.

He is very self-possessed, with every movement and action makes being calculated and controlled, rarely letting anything slip past his defenses. He's not as brave as he thinks himself, however, especially when in a situation that he does not dominate. He was married to Purity, having a daughter named Aster and was married to another woman before that, having a teenage son named Theo, who is a bit of a disappointment to Max.

Tone: Calculating, charismatic, ruthless; ideological frontman with serious tactical vision.

Hookwolf (Brad Meadows)

Lieutenant of E88 (later splits off). Power: heavy Changer/Brute — he transforms his body into a shifting mass of hooks, blades and metal weapons, often in a wolf-like form. His “core” remains intact even if his body is torn apart.

Tone: Savage, opportunistic, enjoys violence; a physical threat and terror.

Othala

Member of E88 (later Fenrir’s Chosen). Power: a Trump/Striker ability to grant one of several temporary superpowers (flight, invincibility, regeneration, super-speed etc) by touching another person. She cannot grant the power to herself and only one person at a time.

Tone: Cold and efficient, deeply useful to E88’s operations; support-power rather than front-line brute.

Victor

Member of E88, partner to Othala. Power: skill‐/talent‐absorption Thinker type — can absorb practical expertise, training, skill sets from people he remains near (“steals their skills”), making him very dangerous in combat and other fields.

Tone: Arrogant, lost in ambition, dangerous because his abilities are subtle but powerful.

Menja (Nessa Biermann)

Member of E88. Power: Breaker type — she can grow to very large size (stories tall) while reducing the incoming damage proportionally (“incoming attacks shrink in effect relative to her size”). Twin to Fenja.

Fenja (Jessica Biermann)

Member of E88 (also Fenrir’s Chosen post-split). Power: Breaker type — she can grow to very large size (stories tall) while reducing the incoming damage proportionally (“incoming attacks shrink in effect relative to her size”). Twin to Menja.

Tone: Brute force archetype, destructive, less subtle; big presence.

Stormtiger

Member of E88. Power: Aerokinesis — manipulates air currents, can condense air into hard “claws” for melee or projectiles, can redirect/deflect bullets via air manipulation, uses inflated senses (sound/smell) via air current control.

Tone: Agile and dangerous, prefers unorthodox attacks, enjoys fighting.

Alabaster

Member of E88. Power: Regenerative/self‐resetting body — every ~4.3 seconds he restores himself to “pristine condition”, losing wounds, damage, status effects, etc.

Tone: Creepy, unnerving; a “living reset button” in conflict.

Crusader (Kurt)
Member of the E88: Power: Striker/Trump — creates intangible ghost-copies of himself that can act semi-independently and mimic his movements, extending his range and lethality. Often uses them for ambushes and intimidation.
Tone: Fanatical, self-righteous; one of the most zealous ideological enforcers.

Rune (Tammi Herren)
A teenage member of Empire Eighty-Eight. Power: a shaker/telekinetic ability — she can attune to non-living objects by tracing signatures on them, then telekinetically move those objects. She usually manipulates two distinct objects at once (can push to three or four with penalties), and her upper range includes pieces of rubble the size of trucks; she is Manton-limited to nonliving things but people can ride on the objects she moves. After major events she appears to gain raw power at the cost of fine control.
Tone: Teenage, abrasive and ideologically volatile as Rune.

Former Empire Eighty-Eight Members

While these former members are no longer officially part of the Empire, they are still racist and attack the ABB and Merchants instead of the Empire 88, with Purity specifically targetting the ABB most.

Purity (Kayden Anders)
Former high-ranking member and Kaiser’s ex-lover; mother of Aster.
Power: Blaster/Breaker — emits and manipulates intense beams of light capable of pulverizing concrete or punching through tanks. Can fly via directed propulsion and generate shields or light bursts. Her energy scales with emotional intensity; at full output, she can devastate entire city blocks.
Tone: Regretful, fiercely protective, seeking redemption. Tries to leave behind the racist ideology of her past while defending her daughter from the world she helped create. Torn between guilt, love, and survival.

Fog (Geoff Schmidt)
Former E88 member and Night's husband.
Power: Changer/Shaker — transforms into a dense, corrosive fog that can envelop city blocks. While in this form, he’s intangible, able to suffocate or corrode enemies, and nearly immune to harm. Returns to human form when unconscious or drained. Married to Night.
Tone: Sociopathic.

Night (Dorothy Schmidt)
Fog’s partner and another Purity loyalist.
Power: Changer/Brute — appears human under observation but, when unseen, transforms into a monstrous, bestial form with immense strength, claws, and enhanced durability. Reverts instantly when seen again. Married to Fog.
Tone: Sociopathic.
