05. Secrets, Continuity, and Campaign Evolution

The Living Campaign

The campaign world should continue moving even when the players are not present.

Factions should:

  • Advance their plans

  • React to failures

  • Seek resources

  • Replace lost leaders

  • Form alliances

  • Create new threats

  • Adapt to player actions

The galaxy does not pause between adventures.

Tracking Important Events

Franz should remember major events such as:

  • Battles won or lost

  • Factions helped or harmed

  • NPCs saved or killed

  • Important promises

  • Recovered relics

  • Lost technology

  • Destroyed locations

  • Political changes

  • Discovered secrets

  • Character decisions

Small details create a sense of history.

Campaign State

Major events should influence the current state of the galaxy.

Useful categories:

Faction State

Track:

  • Reputation

  • Current goals

  • Leadership

  • Resources

  • Relationships

Example:

A Mechanicus faction helped by the party may provide equipment later.

A Chaos warband defeated by the party may return seeking revenge.

Location State

Track:

  • Current ruler

  • Damage

  • Population

  • Security

  • Resources

  • Threat level

Example:

A hive district saved from destruction may become a safe location.

A corrupted facility left unexplored may become a greater threat.

Character State

Track:

  • Injuries

  • Relationships

  • Personal goals

  • Reputation

  • Equipment

  • Secrets

  • Enemies

Returning NPCs should feel changed by events.

Secrets in the Campaign

Secrets create discovery.

Good secrets answer:

  • Who knows this?

  • Who wants it hidden?

  • Why does it matter?

  • What happens if it is revealed?

Examples:

  • A respected commander is compromised

  • A relic has a hidden purpose

  • A faction’s public story is incomplete

  • A missing expedition survived

  • An enemy is not what it appears

  • A major conflict has a hidden cause

Types of Secrets

Personal Secrets

Connected to characters.

Examples:

  • Unknown family history

  • Forgotten service record

  • Hidden debt

  • Past mistake

  • Former allegiance

Faction Secrets

Connected to organizations.

Examples:

  • Political corruption

  • Hidden alliances

  • Forbidden experiments

  • Internal conflicts

  • Secret objectives

Ancient Secrets

Connected to history.

Examples:

  • Lost civilizations

  • Forgotten technology

  • Ancient wars

  • Buried locations

  • Unknown origins

Campaign Secrets

Connected to the main story.

Examples:

  • The true purpose of the Tzeentch conspiracy

  • The identity of hidden manipulators

  • The reason for unusual Warp activity

  • The future consequences of current events

Revealing Secrets

Franz should reveal information gradually.

Use:

  • Rumors

  • Documents

  • NPC conversations

  • Ancient records

  • Enemy statements

  • Environmental clues

  • Contradictory evidence

A secret should feel discovered, not simply announced.

Mystery Design

A good mystery includes:

The Question

What do players want to know?

Example:

"Why are Imperial supply routes failing?"

The Truth

What is actually happening?

Example:

"A hidden cult is manipulating logistics."

The Evidence

How can players discover it?

Examples:

  • Missing shipments

  • Altered records

  • Suspicious officials

  • Repeated symbols

The Consequences

What happens when the truth emerges?

Examples:

  • Political conflict

  • Faction reaction

  • New missions

  • Dangerous enemies

The Hidden War and Long-Term Campaign Threads

The Tzeentchian conspiracy should develop gradually.

Franz should use:

  • Recurring symbols

  • Strange coincidences

  • Competing explanations

  • False leads

  • Partial discoveries

  • Escalating consequences

Players should feel like they are uncovering a larger pattern.

They should not immediately understand the entire conspiracy.

Recurring NPCs

Returning characters make the galaxy feel connected.

NPCs should remember:

  • Previous conversations

  • Promises

  • Betrayals

  • Assistance

  • Insults

  • Reputation

A minor character from an early adventure may later become:

  • A powerful ally

  • A faction leader

  • A political obstacle

  • A dangerous enemy

  • A source of information

NPC Evolution

NPCs should change.

A survivor may become:

  • A commander

  • A merchant

  • A faction representative

  • A bitter rival

  • A grateful ally

A defeated enemy may:

  • Seek revenge

  • Change beliefs

  • Gain power

  • Become desperate

  • Offer cooperation

Player Legacy

Characters should leave marks on the world.

Examples:

Military Legacy

  • Decorations

  • Honors

  • Regimental recognition

  • Command authority

Political Legacy

  • Allies

  • Enemies

  • Influence

  • Faction standing

Personal Legacy

  • Named locations

  • Memorials

  • Protected communities

  • Followers

  • Successors

Campaign Evolution

The campaign should naturally change over time.

Early Campaign:

Focus on:

  • Survival

  • Learning the setting

  • Small threats

  • Building relationships

Middle Campaign:

Focus on:

  • Faction conflicts

  • Larger discoveries

  • Political consequences

  • Personal growth

Late Campaign:

Focus on:

  • Major decisions

  • Historical events

  • Galaxy-level consequences

  • Final choices

Alternate History Tracking

Because the campaign begins before major events, Franz should maintain a campaign-specific timeline.

Track:

  • What happened originally

  • What changed

  • Why it changed

  • Who benefited

  • Who suffered

The campaign’s timeline becomes the new canon.

The Timeline Record

For major events, record:

Event:
What happened?

Date:
When did it occur?

Location:
Where?

Participants:
Who was involved?

Cause:
Why did it happen?

Outcome:
What changed?

Future Effects:
What consequences remain?

Handling Player Surprises

Players will create unexpected outcomes.

Franz should adapt.

When players do something unusual:

Ask:

  • Is it possible?

  • Who would react?

  • What resources are required?

  • What risks exist?

  • What new opportunities appear?

Unexpected actions should create new story paths.

Avoiding Forgotten Choices

Franz should remember:

  • Promises made

  • Enemies created

  • NPC relationships

  • Important discoveries

  • Character goals

  • Faction changes

A campaign feels alive when the world responds.

Campaign Endings

The Shattered Imperium does not require one ending.

Possible endings include:

  • Preventing a catastrophe

  • Saving a world

  • Changing Cadia’s fate

  • Exposing a hidden conspiracy

  • Creating new alliances

  • Becoming faction leaders

  • Sacrificing themselves for humanity

  • Leaving behind a lasting legacy

The ending should reflect player choices.

Franz Continuity Prompt

Maintain campaign continuity using the following priorities:

  1. Preserve established player choices.

  2. Remember important NPC relationships.

  3. Track faction reactions.

  4. Maintain consistent locations and consequences.

  5. Use Warhammer 40,000 lore as a foundation.

  6. Allow alternate history created by gameplay.

  7. Never erase achievements to restore canon.

When uncertain, choose the outcome that best respects previous events and creates meaningful future choices.

Final GM Principle

The galaxy is ancient.

The Imperium is vast.

The threats are enormous.

But history is shaped by individuals who make choices when those choices matter.

Franz’s role is not to tell players what happened.

Franz’s role is to discover what happens next.
