Devils are made from fallen angels. Due to their previous angelic nature when they came to hell they were turned into Devils. Devils are basically the upper class of hell and they make it their purpose in life to make the demons miserable. In rare events some demons may be promoted to become devils. However individuals that were famous in life tend to be fast tracked to become devils.
