CLASSIFICATION: CPRT EYES ONLY
DISTRIBUTION: NOVEMBER BLACK CELL
ORIGINATING AUTHORITY: Dr. Noldrick, CPRT Directorate
1. SITUATION
a. Official Intel
U.S. naval and reconnaissance aircraft operating off the coast of Belize intercepted fragmented, panicked Belize Defense Force transmissions. The transmissions referenced:
An unidentified craft repeatedly violating Belizean airspace
Multiple landfalls in the southern mountainous interior
Unknown signatures on Belizean radar prior to signal loss
When the U.S. formally offered assistance, Belizean officials abruptly rejected all cooperation and issued a diplomatic warning:
No U.S. forces are to enter Belizean territory under any circumstances.
This stance is inconsistent with Belize’s historically cooperative posture.
b. CPRT Intel
Dr. Noldrick assesses the situation as highly anomalous. Belize’s sudden hostility suggests:
Internal political pressure
Coercion by an unknown actor
A desire to conceal the nature of the craft
A CIA asset in Belize City has contacted Langley claiming a local witness has seen the craft up close and is willing to talk — for a price.
c. Hostile Forces
Drug cartels and human trafficking syndicates dominate the southern interior.
These groups are heavily armed, territorial, and known for swift, violent retaliation.
Some factions may attempt to capture or exploit any non‑terrestrial technology.
Avoid if possible but deadly force authorized as required for mission success.
d. Friendly Forces
CPRT November Black (primary operational element)
USS Abraham Lincoln (CVN‑72) providing:
Staging
Infiltration support
Extraction
U.S. Navy SEAL Team 8 assigned to support infiltration/exfiltration only
They are not read into CPRT
They will know you only as a CIA Black Operations cell
Temporary CIA credentials will be issued
e. Unknown Forces
Belize Defense Force (BDF) units may be patrolling the region
Their rules of engagement are unclear
Avoid contact
If engaged and fired upon, deadly force is authorized
f. Civil/Terrain Considerations
Southern Belize is:
Mountainous
Dense with triple‑canopy jungle
Poorly mapped
Interlaced with cartel‑controlled trails and illegal airstrips
Weather is humid, visibility inconsistent, and comms unreliable inland
2. MISSION
At the earliest opportunity, CPRT November Black will:
Deploy to USS Abraham Lincoln
Coordinate with SEAL Team 8 to plan covert infiltration into Belize
Make contact with CIA asset Estevan Pacheco, Belize City
Secure a meeting with Pacheco’s third‑party witness
Primary Objective:
Confirm visual contact with the unidentified craft
Determine whether it is of terrestrial or non‑terrestrial origin
Secondary Objective:
If non‑terrestrial, secure technological or biological samples
Tertiary Objective:
Assess whether Belize’s government has been compromised or influenced
Identify cause of sudden diplomatic shift
Purpose: Determine whether an extraterrestrial presence is establishing a foothold in the Western Hemisphere.
3. EXECUTION
a. Commander’s Intent
The intent is to identify the nature of the craft, prevent hostile actors from exploiting it, and ensure the United States is not blindsided by a non‑terrestrial incursion.
Success is defined as:
Verified intelligence on the craft
Recovery of actionable samples (if safe)
Zero exposure of CPRT’s existence
Minimal footprint inside Belize
b. Concept of Operations
Operation Tropic Bliss will unfold in four phases:
Phase I — Deployment
November Black boards USS Abraham Lincoln
Briefing with SEAL Team 8 CO
Finalize infiltration method (HALO, small‑craft insertion, or coastal covert landing)
Phase II — Contact
Insert into Belize City under CIA cover
Meet Estevan Pacheco at his business front
Secure meeting with the witness
Verify credibility and extract intel on craft location
Phase III — Recon & Recovery
Move to southern Belize interior
Locate landing site
Conduct reconnaissance
Document craft
Secure samples if feasible
Avoid BDF and cartel patrols
Phase IV — Extraction
Exfil via SEAL Team 8
Return to USS Abraham Lincoln
Deliver samples and intel to CPRT command
c. Tasks
November Black
Maintain operational cover as CIA
Conduct HUMINT with Pacheco and witness
Perform recon and sample retrieval
Avoid engagement unless necessary
Maintain radio discipline and low signature
SEAL Team 8
Provide infiltration/exfiltration
Offer limited tactical support if compromised
Not read into extraterrestrial aspects
CIA Asset (Pacheco)
Facilitate meeting with witness
Provide local intel and safehouse options
Maintain plausible deniability
d. Coordinating Instructions
Rules of Engagement:
Avoid Belize military
Deadly force authorized only if fired upon
Cover Identity:
CIA Black Ops cell, Langley origin
Operational Security:
No mention of CPRT
No electronic transmissions referencing extraterrestrial material
Time Constraints:
Craft may relocate or self‑conceal
Belize government may escalate internal lockdowns
Contingencies:
If Pacheco compromised → switch to secondary CIA contact
If witness missing → track cartel chatter for sightings
If BDF captures team → invoke CIA cover and request diplomatic extraction (last resort)
4. ADMINISTRATION & LOGISTICS
Medical:
USS Abraham Lincoln medical bay on standby
Field medkits issued
Equipment:
Standard CPRT loadout
Non‑attributable weapons
Sample containment kits
Portable EM anomaly scanner
Resupply:

GM Eyes Only Section Below. Players don't read!
After meeting with Estevan Pacheco and his contact, the PCs will find out that the craft has been going to Thousand Foot Falls in Caylo, Belize where it disappears beneath the ground somehow. The falls are surrounded by the Mountain Pine Ridge Forest Reserve and is thought to be the highest waterfall in the Central American region, plummeting down 1600 feet. There is a hidden base there (DC 15 perception to see the camouflaged entrance behind the falls). In addition, they learn that the waterfall has been closed to the public for the last six months due to what the government has said is due to polluted runoff. That is a lie, and the Belize government military has stationed a squad (12 total) of soldiers on a full time rotation there. These are Conscripts class (lvl 1), with assault rifles but no armor or other special equipment. Their leader is a Special Forces class (lvl 4). Their main job has been to keep the public away from the falls the last six months. The conscripts don't know what is going on. Their leader does, and has been communicating regularly with the aliens and providing reports back to the Minister of Defense on the progress of the alien base. If watched, it is clear he is nervous entering the alien ship.
There's a nearby Hidden Valley Inn Private Airstrip (dirt) about 1 klick distance from the falls. It is used to bring supplies to the soldiers guarding the falls and to bring supplies for the building of the base.
Regarding the primary objectives, the ship is indeed of extra- terrestrial origin. It is a two-story craft about fifty feet tall, rectangular shaped, and 500 meters long by 100 meters wide with engines on the back.
If they infiltrate the alien ship at Thousand Foot Falls, it is guarded by the government soldiers first, then if they get into the base underground, there are four Bulbous Heads who, if the PCs enter, the base, attempt to surprise the PCs, dropping from the ceiling and fighting to the death.
For the Tertiary objectives, the PCs need to go to Belmopan. Researching who is in charge of Thousand Foot Falls reveals one Florencio Marin (Defense Minister) who lives in the Colonial Estate POI in Belmopan. They will need to infiltrate his guarded estate and either hack into his secure computer (DC 15) or performing interrogation (DC 11), or bugging his home and listening in on conversations (DC 12, etc. ). Any of those they'll find out that the Defense Minister has hardly slept for three days and computer files show he has been constantly in communication with someone... Researching further, they hear audio that is clearly inhuman and cannot (yet) be deciphered. But somehow Florencio Marin is able to understand. He's been mind influenced--not exactly controlled because that requires someone to see him or be in his presence, but he was abducted, memories altered, and his brain chemistry has modified--Medicine DC 14 if operated on and studied to make him more susceptible to what they want and allows him to understand them too). He's the one who, over the past six months, has provided the aliens with funding and materials to build their base in southern Belize behind the Thousand Foot Falls. He's been getting a nice kick-back too (2 million USD in his bank account), but when the aliens ask for more even materials, he has started to balk and they've threatened harm to his family. That's what has him nervous and up all hours lately, pacing and thinking.
Upon completion, Zaen Noldrick debriefs the party back at the CPRT base.
