U.S. naval and reconnaissance aircraft operating off the coast of Belize intercepted fragmented, panicked Belize Defense Force transmissions. The transmissions referenced:

  • An unidentified craft repeatedly violating Belizean airspace

  • Multiple landfalls in the southern mountainous interior

  • Unknown signatures on Belizean radar prior to signal loss

When the U.S. formally offered assistance, Belizean officials abruptly rejected all cooperation and issued a diplomatic warning:
No U.S. forces are to enter Belizean territory under any circumstances.
This stance is inconsistent with Belize’s historically cooperative posture.

b. CPRT Intel

Dr. Noldrick assesses the situation as highly anomalous. Belize’s sudden hostility suggests:

  • Internal political pressure

  • Coercion by an unknown actor

  • A desire to conceal the nature of the craft

A CIA asset in Belize City has contacted Langley claiming a local witness has seen the craft up close and is willing to talk — for a price.

2. MISSION

At the earliest opportunity, CPRT November Black will:

  1. Deploy to USS Abraham Lincoln

  2. Coordinate with SEAL Team 8 to plan covert infiltration into Belize

  3. Make contact with CIA asset Estevan Pacheco, Belize City

  4. Secure a meeting with Pacheco’s third‑party witness

  5. Primary Objective:

    • Confirm visual contact with the unidentified craft

    • Determine whether it is of terrestrial or non‑terrestrial origin

  6. Secondary Objective:

    • If non‑terrestrial, secure technological or biological samples

3. EXECUTION

b. Concept of Operations

Operation Tropic Bliss will unfold in four phases:

Phase I — Deployment

  • Finalize infiltration method (HALO, small‑craft insertion, or coastal covert landing)

Phase II — Contact

  • Insert into Belize City under CIA cover

  • Meet Estevan Pacheco at his business front

GM Notes

  • After meeting with Estevan Pacheco and his contact, the PCs will find out that the craft has been going to Thousand Foot Falls in Caylo, Belize where it disappears beneath the ground somehow. The falls are surrounded by the Mountain Pine Ridge Forest Reserve and is thought to be the highest waterfall in the Central American region, plummeting down 1600 feet. There must be a hidden base there.

  • There's a nearby Hidden Valley Inn Private Airstrip about 1 klick distance from the falls.

  • Regarding the primary objectives, the ship is indeed of extra- terrestrial origin. It is a two-story craft about fifty feet tall, rectangular shaped, and 500 meters long by 100 meters wide with engines on the back.

  • If they infiltrate the ship, it is guarded by four Bulbous Heads who, if the PCs enter, attempt to surprise the PCs and fight to the death.
