Bound by pact, coin, and blood, they form a council of chaos where respect is earned through power, fear, and unbreakable reputation. Though rivals in ambition, they are united by the Ninth Coin Pact, an ancient soulbinding agreement that transcends death, storm, and treachery.

@Morn Draeven is a myth made flesh—cruel, calculating, and nearly supernatural. Said to have bartered his soul with a drowned god for command over a ghost fleet, his flagship the @Dreadwake Crown phases through storm and shadow alike. His word is law among outlaws. When he speaks, tides shift and silence follows. Draeven rarely attends council except when summoned by the Ninth Coin, or when the sea itself begins to whisper his name.

Organization

Each of the Nine commands their own fleet and stronghold, acting as sovereign pirate kings. Their rule extends across key smuggling routes, hidden vaults, and reef-choked harbors.

The @Coin of the Black Nine

Each captain possesses a soulbound @Coin of the Black Nine engraved with their personal sigil. These coins:

  • Are immune to duplication, teleportation, and divination.

  • Are soul-bound: if stolen, they curse the thief.

  • When united, they unlock the Vault of Tides beneath the @Bloodtide Council Isle .

Only when all @Coin of the Black Nine gather can council decisions be made, or the vault unsealed.

Agenda & Influence

  • Control piracy routes, black markets, and forbidden isles.

  • Enforce @Bloodtide Archipelago and pirate code justice.

  • Suppress wavetraitors with ruthless consistency.

  • Expand shadow influence, possibly through a pact with the @Stormshroud Shogunate.

Though unified in legend, internal rivalries simmer constantly. Assassination, duels, and shifting allegiances are common—yet none defy the will of the @Ninth Coin.

  • @Free Keys Confederacy : Rivals and kin. The @Black Nine see the @Free Keys Confederacy as upstarts and idealists, often co-opting or destroying their leaders. Yet they will honor Parley Code when it suits their interests.

  • @Tideforged Armada : Hostile. Frequent clashes over control of sea routes and relic salvage. @Black Nine captains often raid @Tideforged Armada supply lines.

  • @Coral Regency : Cold detente. The @Coral Regency avoids direct conflict, but spies and emissaries often find themselves "missing" near @Black Nine waters.

  • @Velvet Tide : Entwined. Spies, secrets, and assassins often pass between the @Seraya the Red Widow ship and @Velvet Tide agents.
