Free Keys Confederacy

The Free Keys Confederacy is a loose brotherhood of pirate captains, smugglers, and rogue traders who control the chaotic and colorful archipelago known as the Free Keys. Bound not by blood or law, but by the sacred Parley Code, the Confederacy thrives on freedom, cunning, and ever-shifting alliances.

They are not an empire—they are an idea: a world where no crown holds sway over the wind or wave.

Philosophy & Structure

The Confederacy is built on three principles:

  2. Honor in parley

  3. Profit above pride

There is no central ruler. Instead, captains gather in conclaves and decide matters via Parley, a ritualized negotiation bound by magical and cultural oaths.

The Parley Code

Every member is sworn to uphold the Parley Code. Violators are declared Wavetraitors, hunted by bounty crews, and denied access to neutral ports.
