GOVERNMENT OF THE LUMINARA CONCORD

I. SUPREME AUTHORITY

The High Luminary of the Concord

Nature: Spiritual and moral authority through divine communion and prophecy

The Luminara Concord is guided by light, but not ruled by absolutism. At its apex stands the High Luminary, first among equals and chosen through confirmed prophetic convergence rather than inheritance or force.

The High Luminary serves as:

  • Spiritual anchor of the Concord

  • Interpreter of celestial will

  • Final arbiter in matters of prophecy, heresy, and holy war

Her authority is persuasive, not tyrannical—yet when prophecy aligns, her word becomes unchallengeable.

The Concord believes that illumination, not domination, is the proper expression of divine power.


II. THE RADIANT SYNOD

Function: Theocratic governance, doctrine, and inter-city coordination
Nature: Consensus-driven, reverent, and deeply cautious

Beneath the High Luminary sits the Radiant Synod, a council composed of spiritual leaders, seers, and wardens from the Concord’s city-states.

The Concord is not a single nation, but a theocratic commonwealth of sanctuary cities, each devoted to healing, prophecy, or celestial study.

  • Each city governs its civil affairs locally

  • Religious law is uniform across all territories

  • Tithes fund healing networks and crusader orders

Autonomy is respected—heresy is not.


IV. LAW & ORDER

The Doctrine of Radiance

Enforced by: The Radiant Inquisition

Law within the Concord is theological rather than secular.

  • Crimes are judged by intent, harm, and spiritual corruption

  • Demonic practice and shadow magic are capital heresies

  • Redemption is offered—once

Those who refuse the light are removed from it.


V. MILITARY STRUCTURE

The Seraphic Orders

Command Authority: Seraph Knight Elion Virel

  • Elite paladins, clerics, and sanctified warriors

  • Deployed against demonic incursions and planar breaches

  • Often operate alongside Solarian forces

They embody mercy backed by steel.


The Lightwardens

Command Authority: Radiant Conclave

  • Defensive forces protecting sanctuary cities

  • Trained in warding, exorcism, and civilian protection

  • Rarely deployed offensively

They exist to preserve life, not conquer land.


VI. HEALING & SACRED INFRASTRUCTURE

The Sanctified Circles

Oversight: Matron Lysara Sunbloom

  • Networks of healing sanctuaries and pilgrimage routes

  • Serve as hospitals, refugee havens, and ritual centers

  • Neutral ground—even in wartime

To violate a sanctuary is to invite universal condemnation.
