Origins & Ideology

The Luminara Concord emerged during the early Third Era as a reaction against both unchecked arcane experimentation and the growing absolutism of divine empires. Several enlightened city-states—home to aasimar visionaries and elven seers—chose cooperation over conquest, uniting under a shared belief that divine light exists to guide and heal, not to dominate.

Unlike the Solarian Imperium, the Concord rejects the idea of a single mortal ruler interpreting the will of the Firstbound. Instead, it teaches that prophecy, compassion, and collective discernment must temper power. The Concord represents faith without empire—a vision of divine influence grounded in service, mercy, and foresight.


Governmental Structure

The Luminara Concord functions as a federated theocracy, balancing autonomy with shared doctrine.

Key elements of governance:

  • The Radiant Synod

    • A council composed of high priests, prophet-seers, and elder scholars from each member city-state

    • Interprets divine signs, sets religious doctrine, and coordinates Concord-wide action

    • Decisions are made through consensus guided by prophecy

  • The Speaker of the Concord

    • Chosen from among the Synod during times of crisis or external threat

    • Acts as chief diplomat and coordinator, not an absolute ruler

    • Authority ends when the crisis passes

  • City Sanctums

    • Each city-state governs itself internally

    • Local councils oversee civic matters, healing institutions, and defenses

    • Bound to Concord law on matters of faith and prophecy

Power within the Concord flows from perceived divine clarity and moral authority, not bloodline or force.


Military & Internal Security

The Luminara Concord maintains defensive forces designed to protect the faithful rather than project power.

Lightwardens

  • Holy warriors sworn to defend cities, pilgrims, and sacred sites

  • Focus on protection, purification, and countering corruption

  • Often serve as peacekeepers in contested regions

Sanctum Guard

  • City-based defenders responsible for law enforcement and order

  • Trained to de-escalate conflict and protect civilians

  • Equipped with light-infused arms for combating dark magic

Hospitaller Orders

  • Healers trained to operate in war zones and disaster sites

  • Often accompany military forces of allied factions

  • Their presence strengthens morale and legitimacy

Seer-Circles

  • Non-combatant prophetic orders

  • Monitor omens, celestial movements, and signs of Firstbound influence

  • Can trigger preemptive evacuations or diplomatic intervention
