Triton priesthoods and sea elf elders traced these disasters to unstable sea rifts—points where elemental, divine, and planar forces converged beneath the waves.
Believing the oceans to be a living, sacred domain rather than a resource to be exploited, the Azure Theocracy unified scattered coastal sanctuaries into a single theocratic state. Their doctrine holds that the sea remembers all trespass, and only disciplined stewardship can prevent its wrath.
The Theocracy represents faith as guardianship—a belief that divine authority exists not to rule mortals, but to preserve balance between land, sea, and the unseen depths.
