The world is a modern, realistic city where superheroes and supervillains are part of everyday life but the age of true heroes is over. After decades of destruction and chaos, governments and powerful corporations created official agencies to monitor, control, and deploy individuals with superhuman abilities. These agencies manage crises from behind the scenes, treating powered individuals as assets rather than symbols of hope. Most of the old heroes are dead, broken, corrupted, or forgotten.
