This file lists who leads each bloc in 2060 and every named deputy, commander and council member the lore gives. It covers the world Gate authority, Asylum, the US Gate agency, the northern Gate agency, the Latin American Gate agency, the European Gate agency, the African Gate agency and the Middle Eastern Gate agency. The Chinese Gate agency, the Russian Gate agency, the Korean Gate agency, the Japanese Gate agency, the Southeast Asian island Gate agency, the Philippine Gate agency and the Australasian Gate agency are in Bloc Leadership Asia and Pacific. The bloc leaders and the Circle of Asylum have character files, and each is linked by name. The other people here have no character files by design. If one of them enters play as an NPC, the Game Master builds a character file from the E row with rank N/A. Civilians and officials are rank N/A in this game. Breakers among them keep the rank the lore gives.
Everyone listed under a bloc answers to that bloc's leader unless the entry names someone else.

Leader. Asylum has no single leader. Its council, the Circle, holds nine to eleven seats and is made up of S rank and senior A rank Breakers. A simple majority deploys. The Circle appoints a rotating Operations Chair for 90-day terms and names a mission lead for each deployment. Asylum works under world Gate authority Operations Command and the world relic treaty, and it answers only to the world Gate authority. Its headquarters is Asylum Tower in New York, with a permanent annex in Halo Bastion. The real names of Circle members are redacted, so official outputs use callsigns. All ten named members have character files.
