GGA - Global Gate Authority

Global Gate Authority (@GGA)

The Global Gate Authority is a treaty body formed after the 2046 @Cairo crisis to coordinate how the world handles Dungeon Gates. It is not a world government. It sets standards, funds joint operations, and steps in when a Gate or region exceeds national capacity. The @GGA runs three directorates: Operations Command (which deploys Blue Shield strike groups), the Research Directorate (which studies gates, relics, and suturing), and the Political Council (which arbitrates data sharing, salvage rules, and joint deployments). The @GGA maintains the Universal Rank Metric (URM) for Breakers and the baseline doctrine used worldwide: Isolate, Starve, Cull, Suture, Watch. Gates are one-way vents. No one has crossed in. “Clear” means enforced dormancy verified by telemetry, not a permanent closure.


@Halo Bastion (Kerguelen Archipelago)

@Halo Bastion is the @GGA’s political, military, and research capital. It sits on Grande Terre in the @FR. S. Antarctic Lands (French Southern and Antarctic Lands). Its core population is over two hundred thousand, including Blue Shield units, Breaker academies, technical staff, researchers, and logistics crews. The city hosts the Operations Command, the Research Directorate’s secure labs, and the main Political Council chamber. All global gate telemetry is routed through the Halo Tower and its uplinks.


City Layout and Utilities

The city is built in layered districts along the northeastern headlands. Cargo trams connect landing fields, drydocks, desalination plants, geothermal stations, and bunker hospitals. Subsurface corridors allow protected movement during alerts. Power comes from geothermal stations and relic-cell reserves sized for @KHATIM activations. Water comes from redundant desalination arrays with shielded intake lines. Medical capacity is concentrated under Operations Command with surge bays for contamination, corrosion, heat, photic, sonic, and psychic hazards.


Defense Systems

@Halo Bastion runs interlocking defenses: ring-walls with rail batteries for mid-range intercept, anti-air lasers tied to tower uplinks, underwater sonar fences with smart mines, and a drone canopy for reconnaissance and point defense. The Halo Tower controls theater shields and long-range communications. Coastal runways and VTOL pads enable rapid launch and recovery for Blue Shield and partner bloc aircraft. Harbor defenses include corrosion-resistant “Salt” posts for pier-side sutures and relic-safe drydocks.


Suture and Research Infrastructure

The city maintains permanent Suture Yards where @Seal Keys are prepared, tuned, and certified. @KHATIM arrays (Keystone Nodes with 6/8/12 Peripheral Posts) are staged for airlift or seal-team ground transport. Keywright labs handle anneal, proof, and retune workflows and keep drift records per gate ID. The Research Directorate operates secure bays for relic study, array improvements, backlash analysis, and long-term emission forecasting tied to the Polar Lattice network.


Operations and Daily Cycle

Breaker life in @Halo Bastion follows a set schedule: academy drills at dawn, psychevals and simulator blocks at midday, mission prep in the afternoon, and debriefs at night. The default rule set is no solo sorties, rotating squad rosters, and strict chain of custody on captured tech and relics. Memorial Rotunda events are used for official commendations, roll calls for fallen crews, and benefits notices for survivor families. Public alerting maps to gate surge windows; during sirens, street flow flips to pre-planned corridors.


Administration and Law

The city follows the Halo Accords: baseline worker protections in harvest chains, provenance tagging and decon on relics, and license control on volatile artifacts. Blue Shield units have incident command authority during active Gate events. Visiting national teams operate under @GGA writ with bloc-level memoranda of understanding. Salvage shares follow URM rank and mission type, with strategic items routed to public trust and compensated by bounty schedules.


Appearance

A stepped skyline runs from black surf to the Halo Tower. Antenna fields cluster around the tower base. Ring-walls and rail lines wrap the districts. Runways cross terraced cliffs with armored hangars set into the rock. Drydocks hold corrosion-wrapped hulls and service cranes. Streets use glass canopies and wind fins for weather control. The main plazas carry memorial bands and flag arcs. At night, warning amber and shield blue mark walls, pads, and tower seams through ocean mist.


Important Faction NPCs

Dr. Elodie Marchand — Research Directorate Chair
Age 61, French. Oversees all relic and Gate research from @Halo Bastion. She coordinates the Suture Yard programs, @Seal Key development, and backlash analysis. Known for strict controls on lab security and zero tolerance for black-market leaks. She chairs the Relic Ethics Board and has final say on which discoveries are cleared for field use.

Marshal Aaron Holt — Commander of Operations Command
Age 54, American. Directs Blue Shield deployments worldwide from @Halo Bastion. His office manages global rosters, URM certifications, and incident response chains. Holt is respected for balancing bloc rivalries while ensuring rapid mobilization. He attends every Memorial Rotunda roll call for fallen units and is regarded as a hard but reliable leader.

Councilor Nadira al-Khatim — Political Council Speaker
Age 49, Egyptian. Niece of Samir al-Khatim, the original “Binder.” She represents bloc interests in the @GGA Political Council, arbitrates salvage rights, and enforces Halo Accords rulings. Nadira works to keep blocs aligned despite constant disputes over relic distribution. Her family tie to Binder carries symbolic weight, and she often invokes his legacy when consensus falters.

Captain Hye-Jin Park — Blue Shield Apex Liaison
Age 38, South Korean. Former A-Rank Breaker under @SGCB command, now manages coordination between field teams and @Halo Bastion. She ensures that squads are matched to the right Threat Ranks and enforces no-solo sortie doctrine. Park is trusted to debrief high-tier operators and act as the bridge between Breakers and @GGA command.

Dr. Santiago Reyes — Chief Keywright
Age 57, Chilean. Leads Keywright labs at @Halo Bastion. He trains new @Seal Key technicians and monitors drift records across the Polar Lattice network. Reyes is regarded as one of the most skilled experts alive in tuning Keys. His work standardizes production so Seal Teams worldwide can depend on predictable suture cycles.

Director Keiji Tanaka — Security and Counter-Intel Lead
Age 51, Japanese. Oversees internal security for @Halo Bastion, including relic trafficking investigations and bloc espionage cases. Tanaka is tasked with preventing corruption, theft, or sabotage within the @GGA. He coordinates with Blue Shield to track black markets and prosecute violations of the Halo Accords.
