It functions as a military agency with absolute control over Breakers, who are conscripted directly into service. The @RSDC enforces a doctrine of controlled devastation: it uses Siberian Crucibles—remote, fortified test zones—where Gates are staged and new teams are hardened under live-fire conditions. Breakers train and fight in these crucibles until commanders deem them ready for urban deployment.

The @RSDC does not follow the same international guidelines for operations as the @GGA. It does use ISCSW in theory, but in practice it modifies or cuts steps to prioritize speed and finality. Collateral damage is tolerated if a Gate is sutured quickly and the surrounding region remains under state control. In high-threat events, @RSDC commanders will order heavy weapon use and overwhelming breaker deployments, regardless of nearby civilian casualties. The agency measures success only by whether a Gate remains dormant across its next cycle.

Relics recovered by Russian teams are not shared. Instead, they are secured through the Directorate of Relic Development, a secretive branch with its own research cities and underground vaults. @Seal Keys are manufactured in state-controlled suture yards and tuned by the Directorate alone. Black-vault trials are rumored, where new relic technologies are tested on conscripts or unregistered breakers. The government denies these claims, but international observers note missing personnel and unexplained relic advances in Russian deployments.

The @RSDC is efficient and feared abroad. International condemnation has followed multiple purges, when entire city districts were leveled after Gates surged beyond control. Despite this, the Russian state maintains high domestic support by presenting Breakers as national heroes. Conscripts often feel both honored and imprisoned—given prestige and state housing, but bound by surveillance and command authority. Leaving service is rare and heavily restricted.

In 2060, the @RSDC remains secretive, unilateral, and willing to act without permission. It shares little raw data with the @GGA, aside from the minimum needed for Blue Shield joint operations. The agency continues to refine Siberian Crucibles and hoard relics. Other blocs view it as ruthless, but Russia regards the @RSDC as essential for survival against the Breaks.
