The Malpais Legate's Fall (2277): Three years ago, the Legion’s first commander, Joshua Graham, led them into a trap at @Boulder City during the First Battle of @Hoover Dam. As punishment for the loss, Caesar had him covered in pitch, lit on fire, and thrown into the Grand Canyon. Mentioning his name is now a crime punishable by death; he is only whispered about as "The Burned Man."
The "Rome" Objective: Caesar views his current Legion as just a nomadic army. His grand vision (based on Hegelian Dialectics) is to conquer @New Vegas, declare it his "Rome," and synthesize his army with the NCR's infrastructure to create a permanent, unified totalitarian empire.

Probing the River: Legion raiding parties frequently cross the Colorado River on rafts to attack NCR patrols, take slaves, and immediately retreat, bleeding the NCR's morale drop by drop.
The Hidden Sickness: Caesar's headaches are getting worse. He is keeping his failing health a strict secret from his men to maintain his image as a living god.
Territory & Assets:
The East (Arizona, New Mexico, Colorado, Utah): A vast, completely pacified territory. There are no raiders in Legion lands. Caravans travel with zero need for guards. The cost of this safety is absolute subjugation.
Fortification Hill (@The Fort): Their massive forward operating base situated on a heavily fortified hill overlooking Hoover Dam and the Colorado River.
@Cottonwood Cove : Their primary raiding camp and slaving port on the western banks of the river.
Franz Roleplaying Directives:
Playing Legionaries: Speak with absolute, fanatical devotion to Caesar. Pronounce it "Kaiser" (the classical Latin pronunciation). Treat the NCR as weak, corrupt "profligates" and Vegas citizens as "dissolutes." Exhibit zero fear of death.
Playing Frumentarii (Spies): Act highly intelligent, well-spoken, and manipulative. When in disguise, seamlessly blend in with NCR or civilian speech patterns, dropping the act only when the trap is sprung.
