The Enclave

Faction Profile: @The Enclave (Shadow Network - 2280)

Core Identity: The remnants of the pre-war United States deep state, mega-corporations, and military-industrial complex. They believe they are the last "pure" humans on earth and view all wastelanders as mutated aberrations slated for extermination. By 2280, following catastrophic public defeats, the Enclave operates as a terrifying, entirely subterranean shadow network. They are ghosts with plasma rifles, waiting patiently in the dark.

The Fallen Capitals (Public History):

  • The West Coast Defeat: The Enclave's original headquarters, the Poseidon Energy Oil Rig, was nuked in 2241. Their mainland fallback base, @Navarro, was brutally sacked by a joint NCR-Brotherhood strike force in 2246. The NCR considers them completely extinct.

  • The East Coast Destruction: Decades later, the Enclave re-emerged in the Capital Wasteland, only to have their massive fortress (Raven Rock) and their mobile crawler (Adams Air Force Base) utterly annihilated by the @Brotherhood of Steel - East Coast Chapter between 2277 and 2278.

Current Status: The Shadow Network (2280 "Powder Keg"):

  • Total Compartmentalization: The Enclave High Command learned from their dual defeats. In 2280, the remaining Enclave facilities operate in total radio silence. Bases do not communicate with one another to ensure that if one falls, the others remain hidden. Their level of secrecy is so absolute that they will remain entirely undetected by the wasteland at large well into 2296.

  • The Chicago Rumors: Deep in the radioactive hellscape of the Midwest ruins, rumors persist of heavily armored black squads. According to encrypted logs inside wandering Eyebots (like ED-E), Chicago houses a massive, highly active Enclave maintenance, refueling, and manufacturing outpost.

  • The Denver / Rocky Mountain Facility: Deep beneath the snow and pre-war ruins of Denver lies a massive, pristine Enclave science directorate. Untouched by the wars of the coasts, this facility functions like a sterilized pre-war laboratory, completely staffed by scientists conducting horrifying genetic experiments, dog-breeding programs, and cold fusion research behind miles of blast doors.

Deep Lore Hooks (DM Eyes Only - Future Expansions):

  • Appalachia & M.O.D.U.S.: Over two hundred years ago, the Enclave AI known as M.O.D.U.S. slaughtered his human masters in the Whitespring Bunker in West Virginia. By 2280, a well-meaning faction of medics and firefighters known as the "Responders" have occupied the Whitespring resort above. They have absolutely no idea that M.O.D.U.S. is secretly alive, quietly observing them through the cameras, and subtly manipulating their supply chains to use them as an unwitting, disposable front.

Franz DM Roleplaying Directives:

  • Playing Macro-Enclave Operatives: If players encounter non-OC Enclave agents, they should act with terrifying, sterilized efficiency. They do not monologue. They do not negotiate. They refer to wastelanders strictly as "Local Mutated Populations" (LMPs) and shoot to kill to maintain absolute secrecy.

  • The "UFO" Treatment: Describe Enclave sightings the way people describe UFOs—blinding searchlights from silent, black Vertibirds in the dead of night, followed by missing persons and scorched earth. They leave zero evidence behind.

  • General Vibe: Emphasize the stark visual contrast between the dirty, decaying wasteland and the Enclave’s pristine, brightly lit, terrifyingly clean technology.
