He is actively renting rooms to off-duty NCR troopers, hiding Powder Ganger stashes in the basement, and secretly selling out both groups to @Vulpes Inculta's Legion spies. If the players don't intervene, this exact behavior is what triggers the canonical burning of Nipton and the infamous "Lottery" sometime in 2281!

The Secret: The quartermaster isn't just corrupt—he is being actively blackmailed by Alice McLafferty of the @Crimson Caravan Company.
