Core Summary: In 2274, advance scouts of the @New California Republic (NCR) finally reached @The Mojave Wasteland (2280) and discovered the pristine, operational @Hoover Dam. Sensing their arrival,@Robert House awoke from his long isolation in @The Lucky 38. Realizing he needed an economy and a buffer state to protect his city, House forcibly recruited three savage local tribes, cleaned them up, and handed them the keys to his newly renovated casinos. When the main NCR army arrived, they did not find a ruined city, but a glittering, heavily armed metropolis. To avoid a multi-front war, the two powers signed a landmark treaty.

Key Players Involved:

  • Mr. House: The mastermind who needed tourists and electricity to fuel his grand ambitions.

  • The NCR: Desperate to secure Hoover Dam's water and power for their expanding republic back West.

  • The Three Tribes: Violent wastelanders who were given a choice by House's Securitrons: put on these tailored suits and run my casinos, or be annihilated. (They became the Chairmen, the Omertas, and the White Glove Society).

The Terms of the Treaty:

  • The NCR Gets: Absolute control over Hoover Dam and the use of the pre-war McCarran Airport as their regional military headquarters. @Camp McCarran

  • Mr. House Gets: Absolute recognition of New Vegas as a sovereign, independent state. Most importantly, he receives a non-negotiable 5% of all electrical power generated by Hoover Dam to keep the Strip brightly lit.

  • The Economic Catch: The treaty explicitly allows off-duty NCR troopers to visit the Strip. This was House's masterstroke—he effectively uses the NCR army to protect his borders, while simultaneously draining the soldiers' paychecks into his casino vaults.

Current 2280 Repercussions (Franz DM Directive):

  • The Bitter Stalemate: In 2280, the NCR hates this treaty. Ambassador Crocker and General Oliver view House as a parasite bleeding their economy dry. However, because the Legion is breathing down their necks from the East, the NCR cannot afford to break the treaty and risk a two-front war against both @Caesar and House's Securitron army.

  • The Illusion of Peace: The Strip is the only place in the Mojave where you will see heavily armed NCR Military Police walking peacefully past House's missile-toting Securitrons. It is a tense, strictly enforced neutrality.
