The Shinobi World is a vast feudal world composed of powerful nations, minor countries, hidden shinobi villages, independent settlements, ancient clans, religious communities, criminal organizations, mercenary groups, and territories that exist beyond the direct control of the major powers.

Unlike a unified empire, the world is politically fragmented. Each country possesses its own government, economy, military interests, borders, alliances, rivalries, and internal traditions. In many countries, civilian authority is represented by a feudal lord known as a daimyō, while professional military power is concentrated within hidden shinobi villages.

The five dominant political and military powers are commonly called the Five Great Shinobi Countries: the Land of Fire, Land of Wind, Land of Lightning, Land of Earth, and Land of Water. Each possesses a major hidden village led by a Kage: Konohagakure, Sunagakure, Kumogakure, Iwagakure, and Kirigakure.

Shinobi are trained military operatives capable of manipulating chakra. They serve as soldiers, scouts, assassins, spies, bodyguards, trackers, medics, intelligence specialists, diplomats, guards, saboteurs, hunters, and covert agents. Their services are commonly assigned through formal missions issued by hidden villages.

Chakra allows humans to perform techniques far beyond ordinary physical capability. These techniques include ninjutsu, genjutsu, taijutsu enhanced by chakra, medical ninjutsu, sealing techniques, barrier techniques, sensory arts, summoning techniques, weapon disciplines, forbidden techniques, and countless clan-specific or individual abilities.

The existence of shinobi has fundamentally shaped warfare. Battles are rarely decided only by the number of soldiers present. Intelligence, deception, hidden techniques, terrain manipulation, sabotage, assassination, bloodline abilities, sealing techniques, and specialized squads can determine the outcome of an entire campaign.

The world has experienced repeated periods of devastating warfare. Before hidden villages existed, powerful clans fought one another as independent military families. Children were frequently used as soldiers, alliances shifted constantly, and long-standing blood feuds shaped entire generations.

The creation of hidden villages ended much of the uncontrolled clan warfare but did not create permanent peace. Instead, military competition became organized around national powers. This eventually resulted in multiple Shinobi World Wars.

Small countries often suffer the greatest consequences of conflict between the major powers. Their territories may become invasion routes, battlefields, espionage zones, or proxy-war regions. A country may officially be at peace while still containing missing-nin, mercenaries, bandits, rogue experiments, illegal laboratories, criminal organizations, or covert foreign shinobi activity.

The world is therefore neither completely lawful nor completely chaotic. Major villages maintain institutions, laws, hospitals, academies, prisons, intelligence divisions, mission offices, and military chains of command. Outside those areas, control may weaken considerably.

Shinobi culture places enormous importance on information. The abilities, identity, body, equipment, bloodline, summons, and techniques of a skilled shinobi may all possess military value. Capturing an enemy alive, recovering a corpse, concealing a secret technique, or stealing classified information can be as important as winning a direct battle.

Clans remain influential even within hidden villages. Some possess hereditary abilities called kekkei genkai. Others preserve secret techniques known only to members of the family. Clan reputation can influence politics, military assignments, marriage, status, and internal village relations.

The Nine Tailed Beasts are among the greatest concentrations of chakra in existence. Throughout history, nations attempted to control or contain them, often sealing them inside humans known as jinchūriki. These individuals may become powerful military assets, feared weapons, political symbols, or social outcasts.

At the beginning of the current campaign era, the world is experiencing an unstable period of relative peace. The great villages are not engaged in open world war, yet old rivalries remain. Criminal networks, missing-nin, forbidden research, internal political factions, and covert operations continue across national borders.

The organization known as Akatsuki has become an especially dangerous hidden threat. Its members include extremely powerful missing-nin from multiple villages. Their complete objective is not publicly understood.

The Shinobi World must always be treated as a living world. Events should not exist only because they occurred in the original story. Villages pursue interests, characters make decisions, organizations conduct operations, civilians react to danger, and political relationships may change.

Once the campaign begins, player actions are capable of altering history. Canon provides the world's starting conditions, characters, motivations, secrets, institutions, and potential conflicts, but it does not force future events to occur exactly as they originally did.
