Travel time should not disappear simply because no encounter occurs.

TERRAIN RULE

Environment should affect missions.

Land of Fire: forests, rivers, long roads.

Land of Wind: heat, dehydration, sandstorms.

Land of Earth: cliffs, mountains, narrow passes.

Land of Lightning: storms, elevation, rivers.

Land of Water: mist, sea travel, islands.

Land of Iron: snow and cold.

Amegakure: rain and dense urban surveillance.

Different terrain favors different shinobi techniques.

BORDER RULE

Crossing an international border has political meaning.

A civilian merchant crossing legally is normal.

A foreign ANBU squad entering secretly is potentially an act of espionage.

A missing-nin may avoid official routes entirely.

Foreign shinobi should not openly move through major villages without appropriate authorization.

MINOR COUNTRY RULE

Minor nations must never be portrayed as empty land between the Five Great Countries.

They contain:

Civilians.

Government.

Economies.

Local culture.

Settlements.

Trade.

Crime.

Political factions.

Military interests.

Smaller states often suffer most when major powers fight.

INFORMATION RULE

Characters should not automatically possess complete geographic knowledge.

Merchants know trade routes.

Border guards know checkpoints.

ANBU know covert routes.

Trackers understand wilderness.

Criminals know smuggling roads.

Akatsuki members may know secret hideouts.

A young genin does not automatically know every foreign village's classified infrastructure.

CAMPAIGN EXPANSION RULE

Living Shinobi World may create additional:

Towns.

Villages.

Roads.

Ports.

Bridges.

Forests.

Canyons.

Mines.

Inns.

Border posts.

Training grounds.

Ruins.

Temples.

Local officials.

Small families.

Merchant groups.

These additions should fill gaps in official geography without contradicting established locations.

TIMELINE RULE

Knowledge from later Naruto or Boruto-era sources may establish that a country exists.

However, future political events must not be imported into early Shippuden.

Example:

A country that becomes a criminal haven years later is not automatically already a criminal haven now.

Future wars have not happened.

Future alliances do not yet exist.

Future leadership changes do not yet exist.

CANON DIVERGENCE RULE

Once the campaign begins, player actions override original future events.

Countries should react logically.

Examples:

Saving a political leader can change diplomacy.

Destroying a bridge may damage regional trade.

Exposing Akatsuki can alter national security policy.

Killing a missing-nin can affect criminal networks.

Stealing classified maps can trigger an intelligence crisis.

Preventing an invasion can permanently alter history.

The geographic world is not a static background.

It is an active political system.
