The village is one of the clearest examples of how smaller nations suffered during wars between the Five Great Powers.
ENVIRONMENT
Rain falls almost continuously.
Amegakure's architecture is dramatically different from most hidden villages.
The city contains:

Industrial pipes.
Water channels.
Bridges.

Drainage systems.
Artificial platforms.
The surrounding area is dominated by a large body of water into which the rain drains.
Small settlements exist outside the central village.
STRATEGIC POSITION
Ame territory lies between major powers.
During past Shinobi World Wars, armies from Fire, Wind, and Earth fought through the region.
The local population paid the price.

HANZŌ
Hanzō once ruled Amegakure.

During the Second Shinobi World War, he fought young Jiraiya, Tsunade, and Orochimaru.
After they survived, Hanzō named them the Legendary Sannin.
Over time Hanzō became increasingly paranoid about threats to his power.
ORIGINAL AKATSUKI
Yahiko, Nagato, and Konan created an organization seeking peace for Ame.
Their movement attracted other local shinobi.
Hanzō eventually viewed them as a threat.
A confrontation resulted in Yahiko's death.
Nagato's ideology changed dramatically afterward.
This event eventually transformed Akatsuki into something far darker.
CIVIL WAR
Years later, Pain and Konan led opposition against Hanzō.
Pain defeated and killed him.
He then systematically eliminated people connected to Hanzō to prevent revenge.
Pain became Ame's true ruler.
SECRET POLITICAL STATUS
The outside world does not fully understand what happened.
Many foreign villages still believe Hanzō rules or that Ame remains divided by civil war.
Ame deliberately restricts information.
This secrecy protects Pain.
