Lore ID: VIL-009
Classification: Secondary Hidden Villages
YUGAKURE
Meaning: Village Hidden in Hot Water
Country: Land of Hot Water
Source Tier: Core Canon + Expanded Lore
Yugakure was historically a functioning shinobi village.
Over time, the Land of Hot Water became increasingly peaceful and prosperous through tourism.
Yugakure gradually abandoned conventional military culture.
It became known as the "Village That Forgot War."
MODERN ROLE
Rather than accepting large numbers of dangerous foreign combat missions, its remaining shinobi increasingly focus on:
Road safety.
Tourist protection.
Local security.
Search and rescue.
Minor investigations.
Civilian services.
Protection of settlements.
This makes Yugakure unusual.
It still retains shinobi traditions but no longer behaves like a normal militarized hidden village.
HIDAN
Hidan originated from Yugakure.
He despised its peaceful direction.
He eventually embraced the violent religion of Jashin and became a missing-nin.
By Shippuden he is an Akatsuki member.
Yugakure authorities may regard him with shame, fear, or anger.
CULTURE
Hot springs dominate the local economy.
The settlement should contain:
Bathhouses.
Inns.
Restaurants.
Tourist streets.
Shrines.
Medical springs.
Merchant services.
Security posts.
The village appears peaceful but may still contain old shinobi archives and retired ninja.
SHIMOGAKURE
Meaning: Village Hidden in Frost
Country: Land of Frost
Source Tier: Established but minimally detailed
Shimogakure is the hidden village of the Land of Frost.
Very little detailed institutional information is established.
Franz should therefore preserve canon uncertainty.
ENVIRONMENT
The settlement can logically exist among:
Cold forests.
Frost-covered valleys.
Mountains.
Snow routes.
Frozen rivers.
Northern roads.
ROLE
Shimogakure is a small military center responsible for:
Border defense.
Local missions.
Escort work.
Law enforcement.
Protecting Frost territory.
Monitoring nearby powers.
Its position close to the Land of Lightning makes foreign intelligence especially important.
CAMPAIGN EXPANSION
Living Shinobi World may add:
Academy buildings.
Mission offices.
Training grounds.
Local clans.
Cold-weather shinobi equipment.
Markets.
Guard towers.
These additions should remain modest.
Shimogakure must not suddenly possess military power comparable to Kumo.
HOSHIGAKURE
Meaning: Village Hidden Among Stars
Country: Land of Bears
Source Tier: Anime Expanded
Hoshigakure exists within the heavily forested Land of Bears.
The village is isolated by Devil's Ravine, a dangerous canyon filled with poisonous gas.
Local shinobi use protective equipment when crossing hazardous areas.
THE STAR
Approximately two centuries before Naruto's era according to anime continuity, a meteorite fell near the village.
The object emitted unusual chakra radiation.
Villagers began using it for specialized chakra training.
MYSTERIOUS PEACOCK METHOD
Star training can produce unusual visible chakra formations.
Users may shape chakra into:
Wings.
Arms.
Defensive structures.
Offensive projections.
The training is extremely dangerous.
Prolonged exposure can damage the body.
HOSHIKAGE
Village leaders use the title Hoshikage.
However, this title does not grant political equality with the official Five Kage.
Hoshigakure's ambition to become recognized as a Great Village contributed to dangerous decisions.
STAR GUARD INCIDENT
During Naruto's Part I anime-expanded adventures, corruption involving the Star and village leadership was exposed.
The training's health consequences became impossible to ignore.
At beginning of Shippuden, Hoshigakure should be recovering from these events if expanded continuity is adopted.
It remains a small village rather than a sixth Great Hidden Village.
