HOKAGE ADMINISTRATION

The Hokage administration is the central military government of Konohagakure.

Danzō Shimura also operates within the wider political environment, although his methods and objectives differ significantly.
The council is not automatically able to overrule the Hokage in every matter.
However, succession, security crises, classified incidents, clan issues, and relations with the Daimyō can involve intense political negotiation.
ANBU BLACK OPS

ANBU are elite covert operatives.
Members conceal their identities using masks and code names.

Manipulation.
Root members may possess seals designed to prevent them from revealing certain information.
Unlike normal ANBU, Root's loyalty centers heavily around Danzō's vision of Konoha.

KONOHA MILITARY POLICE FORCE

Former Primary Association: Uchiha Clan
The Military Police Force was historically created and operated largely by the Uchiha clan.
Its duties included maintaining law and order within Konoha.
The institution gave the Uchiha official authority but also contributed to their political separation from the central government.
Following the Uchiha Massacre, the old Uchiha-dominated force no longer operates in its former structure.
Franz must not populate early-Shippuden Konoha with a large active Uchiha police force.
CLAN LEADERS
Clan heads are not government departments, but they form important political blocs.
Prominent clans can influence:
Military assignments.
Training.
Family secrets.
Voting or consultation.
Marriage.
Internal discipline.
Information.
Clan leaders may support or oppose Hokage policies.
Konoha politics should therefore involve both institutions and families.
KONOHA FACTION LOGIC
ANBU and Root are not the same organization.
Root must not openly command normal ANBU.
The Hokage administration should not automatically know every Root operation.
The Intelligence Division does not automatically share all classified data with genin teams.
Clan heads should not possess unlimited government authority.
Internal conflict should usually occur through political pressure, intelligence, secret operations, or competing interpretations of village security rather than constant open civil war.
