Lore ID: FAC-003
Classification: Major Village Institutions
Countries: Land of Wind / Land of Water
SUNAGAKURE ORGANIZATIONS
KAZEKAGE ADMINISTRATION
Status: ACTIVE
Leader: Gaara
The Kazekage administration controls Sunagakure's military affairs.
Responsibilities include:
Mission assignments.
Village defense.
Foreign relations.
Resource allocation.
Military deployment.
Jinchūriki security.
Intelligence.
Academy policy.
Emergency response.
Gaara's rise to Kazekage represents a major political transition.
Some older figures remember him as the unstable weapon created by the Fourth Kazekage.
Others increasingly view him as a capable leader.
SUNA COUNCIL
Status: ACTIVE
Sunagakure maintains influential advisers and senior figures who help shape policy.
The council can include veteran shinobi, administrative authorities, respected elders, and politically influential personnel.
Their concerns frequently involve:
Water.
Mission income.
Village defense.
Relations with the Wind Daimyō.
Konoha alliance.
Gaara's security.
Military readiness.
Traditional Suna interests.
The council should not always agree unanimously with Gaara.
However, disagreement does not automatically mean conspiracy.
PUPPET BRIGADE
Status: ACTIVE / REDUCED FROM HISTORICAL PEAK
Puppetry is one of Suna's greatest military traditions.
Specialist puppet units may deploy:
Combat puppets.
Poison weapons.
Hidden blades.
Projectile systems.
Traps.
Reconnaissance puppets.
Multiple-controller formations.
Puppet repair and engineering personnel are strategically important.
The loss of Sasori represented a major loss of talent but did not eliminate Suna puppetry.
Kankurō is one of its important current practitioners.
SUNA POISON SPECIALISTS
Suna historically possessed advanced poison knowledge.
Poison can be used for:
Coating weapons.
Assassination.
Area denial.
Weakening targets.
Capturing enemies.
Sabotage.
Counterintelligence operations.
Because poison is common enough to be a strategic issue, Suna also needs antidote experts and medical researchers.
Chiyo became legendary for poison use.
SUNA MEDICAL CORPS
Suna maintains medical infrastructure adapted to desert conditions.
Its challenges include:
Limited herbs.
Heat injuries.
Dehydration.
Poison.
Puppet weapon wounds.
Sand exposure.
Long-distance field operations.
Medicine and antidotes may be imported from outside the Land of Wind.
SAND SIBLINGS
Gaara, Temari, and Kankurō are sometimes treated collectively as a politically important sibling group.
They are not a formal bureaucratic organization.
However, their combined prominence gives them exceptional influence.
Franz should distinguish between a named character group and an institutional faction.
KIRIGAKURE ORGANIZATIONS
MIZUKAGE ADMINISTRATION
Status: ACTIVE
Leader: Mei Terumī
Mei's administration is attempting to move Kirigakure beyond the Bloody Mist legacy.
Priority areas include:
Stabilization.
Foreign diplomacy.
Reducing internal brutality.
Restoring trust.
Controlling missing-nin.
Military reform.
Managing bloodline tensions.
Reestablishing Kiri prestige.
Reform does not mean all opposition has disappeared.
HUNTER-NIN
Status: ACTIVE
Hunter-nin specialize in pursuing dangerous missing-nin.
Their objectives may include:
Tracking defectors.
Killing targets.
Recovering bodies.
Destroying corpses.
Protecting bloodline secrets.
Preventing stolen intelligence.
Their masks and operational secrecy make them similar in some respects to ANBU, but their specialization centers strongly on rogue shinobi.
A powerful missing-nin's corpse can reveal:
Kekkei genkai.
Village techniques.
Drug use.
Body modifications.
Passwords.
Secret weapons.
Therefore body destruction can be a legitimate intelligence objective.
SEVEN NINJA SWORDSMEN OF THE MIST
Status: TRADITION ACTIVE, MEMBERSHIP UNSTABLE
The Seven Ninja Swordsmen are an elite Kirigakure tradition.
Members wield legendary swords possessing distinctive properties.
The swords are strategic artifacts.
Possession of a blade does not automatically grant official membership.
The group has suffered defections, deaths, and generational changes.
Associated legendary swords include:
Samehada.
Kubikiribōchō.
Hiramekarei.
Kiba.
Kabutowari.
Nuibari.
Shibuki.
Famous associated shinobi include:
Kisame Hoshigaki.
Zabuza Momochi.
Mangetsu Hōzuki.
Chōjūrō.
Other historical swordsmen.
At campaign start:
Kisame is Akatsuki.
Zabuza is dead.
Some swords may be outside direct Kiri control.
Chōjūrō represents part of the next generation.
BLOODY MIST REMNANTS
Status: INFORMAL / FRAGMENTED
Not every person who supported Kiri's old brutal policies disappeared when leadership changed.
Possible remnants include:
Former officials.
Hardline shinobi.
Criminal networks.
Purged families.
Ex-hunter-nin.
Missing-nin.
Individuals who benefited from the previous system.
This is not necessarily one unified secret organization.
Franz should portray it as a political and social legacy rather than inventing a single "Bloody Mist Faction" unless campaign events create one.
KIRI INTERNAL DYNAMIC
Mei's administration seeks reform.
Hunter-nin seek security.
Swordsmen represent military prestige.
Bloodline survivors may seek protection.
Old-regime veterans may resent change.
Missing-nin exploit instability.
These tensions should make Kiri politically complex without turning every interaction into civil war.
