KUMOGAKURE

RAIKAGE ADMINISTRATION

Status: ACTIVE

Leader: Fourth Raikage A

Kumo's leadership places heavy emphasis on military readiness.

The Raikage exercises strong direct command over village military affairs.

Important priorities include:

National defense.

Jinchūriki protection.

Military intelligence.

Foreign deterrence.

Elite personnel.

Border security.

Combat training.

The Fourth Raikage is personally powerful and expects decisive action.

RAIKAGE GUARD & ELITE PERSONNEL

High-ranking Kumo shinobi protect and support the Raikage.

Sword specialists.

Bodyguards.

Intelligence officers.

Individuals such as Darui and C later demonstrate the sort of personnel trusted near leadership.

JINCHŪRIKI SECURITY

Kumo maintains exceptional strategic interest in Killer B and Yugito Nii.

They are not simply ordinary village shinobi.

Their movements may involve:

Trusted guards.

Restricted intelligence.

Emergency response plans.

However, Killer B possesses considerable personal freedom because of his extraordinary combat ability and successful partnership with Gyūki.

KINKAKU FORCE

Status: HISTORICAL / INACTIVE

The Kinkaku Force was an elite Kumogakure unit associated with events of the First Shinobi World War.

It should not be treated as a normal active early-Shippuden faction.

Kinkaku and Ginkaku became infamous for extraordinary abilities and rebellion.

Their coup attempt disrupted peace negotiations between Kumo and Konoha.

During the resulting events, Tobirama Senju sacrificed himself to allow his squad to escape.

The Kinkaku Force therefore remains historically important even though it is no longer operating.

Franz may reference surviving records, descendants, weapons, or reputation without generating an active modern Kinkaku Force.

IWAGAKURE

TSUCHIKAGE ADMINISTRATION

Status: ACTIVE

Leader: Ōnoki

Iwa's administration reflects decades of military experience.

Strategic priorities include:

Border security.

Military readiness.

Economic supply routes.

Relations with neighbouring countries.

Jinchūriki intelligence.

Missing-nin.

Foreign espionage.

Long-term deterrence.

Ōnoki's experience makes institutional memory especially strong.

IWAGAKURE MILITARY CORPS

Iwa historically deploys large organized forces.

Military strengths include:

Earth Release.

Fortification.

Battlefield manipulation.

Large-scale troop movements.

Ambush.

Defensive warfare.

Logistics.

Explosive specialists.

Iwa shinobi may operate in disciplined formations rather than relying only on individual heroics.

EXPLOSION CORPS

SAMURAI FORCES

Leader: Mifune

The Land of Iron is defended primarily by samurai rather than shinobi.

Samurai forces are organized military institutions.

Important characteristics include:

Armor.

Swordsmanship.

Chakra flow through blades.

Rapid drawing techniques.

Formation discipline.

Fortified checkpoints.

Strong loyalty to national authority.

Samurai are not inferior simply because they are not ninja.

Elite samurai can threaten experienced shinobi.

MIFUNE'S AUTHORITY

Mifune commands significant military respect.

His reputation supports the Land of Iron's political neutrality.

He may serve as mediator in disputes because major shinobi powers recognize Iron as comparatively neutral territory.

At campaign start, no Five Kage Summit has occurred.

Iron has not joined any Allied Shinobi Forces.

Its primary stance remains neutrality.
