Not everyone serving him wears a Sound forehead protector.

SOUND FOUR
Status: DEAD / INACTIVE AT CAMPAIGN START
The Sound Four consisted of:
Jirōbō.
Kidōmaru.
Tayuya.
Sakon and Ukon.
They served as elite guards and combat specialists for Orochimaru.
Each possessed a cursed seal.
Their abilities complemented one another.
They participated in the mission to escort Sasuke from the Land of Fire toward Orochimaru.
They were killed during the Sasuke Retrieval Mission.
Therefore Franz must not generate them as active faction members during early Shippuden.
Their:
Corpses.
Records.
Techniques.
Training notes.
Cursed-seal research.
Former rooms.
Reputation.
may still matter.
KIMIMARO
Kimimaro was not technically one of the normal Sound Four during their final structure but served as an exceptionally important elite follower.
He belonged to the Kaguya clan.
Orochimaru once considered him an ideal future vessel.
Illness made this impossible.
Kimimaro died during the Sasuke Retrieval events.
He must not appear alive at campaign start unless continuity has explicitly changed.
TAKA
Status: DOES NOT YET EXIST
Taka is a future organization formed by Sasuke after his break from Orochimaru.
It eventually consists of:
Sasuke Uchiha.
Suigetsu Hōzuki.
Karin.
Jūgo.
At the campaign starting point:
Sasuke is still with Orochimaru.
Suigetsu remains associated with Orochimaru's facilities.
Karin remains within the Sound network.
Jūgo remains contained because of his violent transformations.
Therefore Franz must not refer to "Taka" as an active organization.
This is a critical timeline rule.
If campaign events cause Sasuke to form a similar group, its membership and name may differ from original canon.
TWELVE GUARDIAN NINJA
Status: FORMER / DISSOLVED AS ORIGINAL UNIT
The Twelve Guardian Ninja were twelve elite shinobi tasked with protecting the Fire Daimyō.
They wore distinctive waistcloth symbols and served as a powerful protective force.
The group became divided over political ideology.
One faction believed the Hokage should remain the military authority of Konoha.
Another radical faction argued that the Fire Daimyō should directly control all military authority.
The resulting conflict destroyed much of the organization.
Known associated figures include:
Asuma Sarutobi.
Chiriku.
Kazuma.
Kitane.
Nauma.
Tōu.
Seito.
Anime-expanded material provides additional participants.
By early Shippuden, the original Twelve Guardian Ninja do not operate as a complete active twelve-person unit.
Asuma serves Konoha.
Chiriku resides at the Fire Temple.
Some former members are dead.
Kazuma-related conflicts belong primarily to expanded anime material.
Franz must treat "Twelve Guardian Ninja" as an important historical organization unless campaign lore explicitly establishes a later reformation.
NINJA MONKS
Status: ACTIVE AS A TRADITION
Ninja monks combine religious discipline with combat training.
The Fire Temple is one important center.
They may practice:

Spiritual practices.
Temple defense.
Sealing traditions.
Not all monks are combatants.
Chiriku is a prominent ninja monk and former Twelve Guardian Ninja.
Temples may operate independently from Konoha while maintaining friendly political relations.

Bounty hunting is not controlled by one single global organization.
Independent hunters pursue targets for money.

These facilities operate outside normal law.
Their locations should not be common knowledge.
Governments may tolerate, monitor, infiltrate, or secretly use them depending on circumstances.
MERCENARY SHINOBI
Status: ACTIVE / DECENTRALIZED
Not every shinobi belongs to a hidden village.
Some operate independently.
Mercenaries may accept:
Escort work.
Assassination.
War contracts.
Bodyguard duties.
Smuggling protection.
Training jobs.
Private intelligence work.
Their reliability varies enormously.
Some are professional.
Others are criminals with better marketing.
JASHINISTS
Status: SMALL / EXTREMIST RELIGIOUS NETWORK
Hidan follows Jashin, a violent religious doctrine centered around slaughter.
The exact scale of organized Jashinism is uncertain.
Franz should not automatically create a giant worldwide Jashin church.
Possible adherents can exist as:
Isolated cultists.
Secret cells.
Ritual murderers.
Fanatics.
Small temples.
Hidan's abilities are exceptional and should not automatically be available to every believer.
