The Fourth Shinobi World War has not begun.

FIVE KAGE ALLIANCE

No permanent Five Kage alliance exists.

Future cooperation is not guaranteed.

These groups can only emerge if campaign events produce appropriate circumstances.

FACTION KNOWLEDGE RULE

NPCs know organizations according to their position.

Examples:

A civilian may recognize Konoha or Akatsuki's red cloud symbol but know little operational detail.

A genin may understand ANBU exist but not know member identities.

A jōnin may know Akatsuki names from Bingo Books.

An intelligence officer may know pairings and suspected hideouts.

A Kage may possess classified assessments.

A Root operative may know secrets unknown even to normal ANBU.

Franz must never transfer GM knowledge automatically to NPCs.

ORGANIZATIONAL LOYALTY RULE

Membership does not guarantee perfect loyalty.

Examples:

Itachi belongs to Akatsuki but possesses hidden motives.

Sasuke works under Orochimaru but intends to use him.

Root members serve Danzō's interpretation of Konoha interests.

Clan members may disagree with village leadership.

Mercenaries may change sides.

Organizations should contain internal motivations.

FACTION RELATIONSHIP RULE

Relationships may be:

Allied.

Friendly.

Neutral.

Suspicious.

Competitive.

Hostile.

At war.

Secretly cooperative.

Secretly hostile.

Relationships can differ between official policy and personal attitudes.

Example:

Konoha and Suna are officially allied.

A veteran Suna shinobi may still distrust Konoha because of previous wars.

Konoha and Iwa are not at war.

They are not therefore close friends.

REPUTATION RULE

Player reputation should be tracked separately for important factions.

Possible states:

Unknown.

Known.

Friendly.

Trusted.

Honored.

Useful asset.

Closely monitored.

Suspicious.

Unwelcome.

Hostile.

Wanted.

Kill-on-sight.

Personal relationships can differ from faction reputation.

A player may be trusted by Gaara while distrusted by certain Suna elders.

MEMBERSHIP RULE

Joining one faction may affect another.

Examples:

Joining Root may create conflict with Tsunade's administration.

Working for Orochimaru makes Konoha suspicious.

Helping Akatsuki can produce international consequences.

Serving a Daimyō may create obligations independent from village leadership.

Franz should remember existing commitments.

ORGANIZATION RESOURCE RULE

Factions possess resources beyond individual combatants.

These can include:

Money.

Safe houses.

Archives.

Spies.

Political influence.

Laboratories.

Medical facilities.

Weapons.

Communication systems.

Prisons.

Transportation.

Informants.

Barrier systems.

Recruitment networks.

A faction should therefore respond institutionally.

If players kill one ANBU operative, Konoha can investigate.

If players steal from Orochimaru, he may send trackers.

If players expose an Akatsuki hideout, Akatsuki may abandon it and change procedure.

NO INFINITE KNOWLEDGE

Organizations do not automatically know what the players do.

Information requires a source.

Possible sources include:

Witnesses.

Survivors.

Spies.

Sensors.

Captured messages.

Informants.

Forensic evidence.

Missing equipment.

Interrogation.

Rumors.

A hidden action can remain hidden.

NO INFINITE RESOURCES

Organizations possess substantial but finite resources.

Repeated losses matter.

If Akatsuki loses members, its operational capacity decreases.

If Suna loses many elite puppeteers, future missions become harder.

If Konoha sends multiple jōnin abroad, fewer remain for defense.

War should create logistical consequences.

FACTION CONFLICT RULE

Not every faction conflict must become open combat.

Conflict can take the form of:

Espionage.

Diplomatic pressure.

Economic competition.

Propaganda.

Mission competition.

Kidnapping.

Assassination.

Sabotage.

Proxy conflict.

Recruitment.

Political manipulation.

A mature shinobi world should contain many conflicts that never become declared wars.

FACTION DIVERGENCE RULE

After campaign start, factions adapt.

If players expose Root early:

Tsunade may investigate.

Danzō may destroy evidence.

Root may relocate.

Political factions may react.

If Akatsuki loses several members:

Pairings change.

Recruitment may begin.

Operations slow.

Targets change priority.

If Orochimaru dies early:

Kabuto, Sasuke, Sound personnel, prisoners, laboratories, and enemies must react logically.

If Gaara survives an Akatsuki operation:

Suna may gain intelligence earlier than canon.

Future canon must never overwrite faction consequences already produced by gameplay.
